POLICY ECOSYSTEM PRECONDITIONS FOR<br />

IMPLEMENTING RIVER REVITALIZATION<br />

m<strong>in</strong><strong>in</strong>g <strong>in</strong> river beds, the regulatory framework for its operationalization is<br />

comparatively weak.<br />

In Chapter 3, we detailed out the policy ecosystem preconditions that<br />

are required for effective tree plantation on public land and farmland. We<br />

identified the conditions required to make the river revitalization plan<br />

technically sound, get participation from majority stakeholders, assist<br />

behavior change <strong>of</strong> all the stakeholders <strong>in</strong>volved, and <strong>in</strong>itiate specific<br />

economic <strong>in</strong>terventions to de-risk the villages and communities who<br />

are asked to change their livelihood patterns. In contrast, the policy<br />

ecosystem preconditions that are described <strong>in</strong> this chapter are seen<br />

as essential to the smooth implementation <strong>of</strong> the river revitalization<br />

program, and to achieve the goal <strong>of</strong> arrest<strong>in</strong>g river pollution.<br />

The details <strong>of</strong> the policy ecosystem preconditions and the mapp<strong>in</strong>g<br />

<strong>of</strong> <strong>in</strong>stitutions <strong>in</strong> this chapter were shaped by a Focus Group Discussion<br />

(FGD) that was held at <strong>Isha</strong> Foundation on 27th August 2017. The<br />

group <strong>of</strong> experts that participated <strong>in</strong> the FGD was drawn from diverse<br />

discipl<strong>in</strong>es - hydrogeology, forestry, water resources management, soil<br />

science, horticulture, agr<strong>of</strong>orestry, rural livelihoods, agri-bus<strong>in</strong>ess and<br />

agri-market<strong>in</strong>g, public policy and programs, public adm<strong>in</strong>istration,<br />

management and bank<strong>in</strong>g and f<strong>in</strong>ance. They <strong>in</strong>cluded senior civil<br />

servants, technocrats, bankers, scientists and social scientists,<br />

development pr<strong>of</strong>essionals, civil society leaders and agri-bus<strong>in</strong>ess<br />

leaders. A list <strong>of</strong> experts consulted is provided <strong>in</strong> Appendix 4 and a report<br />

on the FGD is shared <strong>in</strong> Annexure 20.<br />

Tamil Nadu Agricultural University signed an MoU with <strong>Isha</strong><br />

Outreach as a knowledge partner to provide technical and scientific<br />

support to the draft policy recommendations and plantation models<br />

described <strong>in</strong> this book. Forest College and Research Institute,<br />

Mettupalayam; and Horticulture, Agriculture, Crop Plann<strong>in</strong>g, Medic<strong>in</strong>al<br />

Plants and Research Departments <strong>of</strong> TNAU contributed greatly to the<br />

detailed approach for implementation outl<strong>in</strong>ed <strong>in</strong> Chapter 3.<br />
