PANCHAYATI RAJ INSTITUTIONS AND DECENTRALIZED PLANNING FOR<br />

AGRICULTURE 1<br />

Panchayati Raj Institutions play a key role <strong>in</strong> develop<strong>in</strong>g village-agriculture plans<br />

through a decentralised plann<strong>in</strong>g process that is <strong>in</strong> tune with the local needs<br />

and aspirations. To strengthen this concept, the government has taken new<br />

policy <strong>in</strong>itiatives. The Gram Panchayat Development Plan (GPDP) is one such<br />

effort that re<strong>in</strong>forces people and stakeholder participation <strong>in</strong> the local plann<strong>in</strong>g<br />

processes. The GPDP should ideally match people’s needs and priorities with<br />

available resources. It should be prepared through a fair, <strong>in</strong>clusive, transparent,<br />

and participatory process. The focus should be on local development issues, local<br />

perception <strong>of</strong> need and priority, local analysis <strong>of</strong> problems and solutions, and local<br />

resources management – all with<strong>in</strong> a collective local vision.<br />

THE GRAM PANCHAYAT DEVELOPMENT PLAN PROCESS:<br />

• Establishes GP as a local government<br />

• Br<strong>in</strong>gs out people’s needs and priorities and <strong>in</strong>corporates them <strong>in</strong>to the<br />

plans<br />

• Addresses local development issues<br />

• Promotes demand-based convergence <strong>of</strong> resources<br />

• Builds confidence <strong>in</strong> people for f<strong>in</strong>d<strong>in</strong>g solutions<br />

• Utilizes local human resources and natural resources more efficiently<br />

• Provides space for <strong>in</strong>tegration <strong>of</strong> people’s knowledge and wisdom <strong>in</strong>to local<br />

development<br />

• Responds to differential needs <strong>of</strong> different groups (Antyodaya)<br />

• Activates Gram Sabha and promotes responsive governance<br />

• Facilitates holistic understand<strong>in</strong>g <strong>of</strong> local level development<br />
