The SDLC provides necessary support to the Gram Sabha and FRC to support<br />

the process for determ<strong>in</strong>ation <strong>of</strong> rights.<br />

A District Level Committee (DLC) exam<strong>in</strong>es the claims it receives, and accepts<br />

or rejects them. The DLC is also required to ensure that necessary support is<br />

provided to Gram Sabhas to carry out their functions.<br />

A State Level Monitor<strong>in</strong>g Committee (SLMC) assesses whether FRA is properly<br />

implemented. The nodal agency <strong>in</strong> the state is the Tribal Department, and the<br />

state appo<strong>in</strong>ts a nodal <strong>of</strong>ficer.<br />

At the national level, M<strong>in</strong>istry <strong>of</strong> Tribal Affairs is the nodal agency.<br />

The FRA and its rules lay out the composition, functions, and processes <strong>of</strong> these<br />

<strong>in</strong>stitutions, and the relations amongst them.<br />

COMMUNITY FOREST RIGHTS AND COMMUNITY FOREST RESOURCE<br />

RIGHTS UNDER FOREST RIGHTS ACT<br />

The provisions <strong>of</strong> the FRA on community forest (CF) rights and community<br />

forest resource (CFR) rights are extremely important for support<strong>in</strong>g community<br />

conservation where it is already happen<strong>in</strong>g, and also where communities are<br />

will<strong>in</strong>g to take part <strong>in</strong> conservation and management <strong>of</strong> common resources.<br />

Community forest rights and forest resource rights are far more numerous than<br />

<strong>in</strong>dividual forest rights <strong>in</strong> the Act, and much more important from the po<strong>in</strong>t <strong>of</strong><br />

view <strong>of</strong> collective access to forest resources, community liv<strong>in</strong>g, and the ability and<br />

power to conserve forests. The provisions are crucial for chang<strong>in</strong>g the governance<br />

<strong>of</strong> forests towards more decentralization and site-specificity, while provid<strong>in</strong>g for<br />

a possibility <strong>of</strong> collective livelihood security to communities (Box 2) (Kalpavriksh,<br />

2010; MoEF and MoTA, 2010; and MoTA & UNDP, 2015).<br />
