URBAN SETTLEMENTS<br />

Urban settlements with dense populations <strong>in</strong> small areas stand<br />

second as water polluters. Only less than 30% <strong>of</strong> the sewage generated<br />

gets treated. Str<strong>in</strong>gent actions need to be taken to reduce the discharge <strong>of</strong><br />

untreated sewage from urban settlements <strong>in</strong>to rivers.<br />

Secondly, urban areas have diverted water from rivers for domestic<br />

use, and also over-exploited their groundwater. Urban Local Bodies<br />

should mandate measures for water demand management.<br />

help implement these standards and<br />

monitor the households/communities for<br />

compliance.<br />

Set up effluent treatment<br />

norms for hous<strong>in</strong>g<br />

complexes. Independent STPs<br />

to be mandated <strong>in</strong> hous<strong>in</strong>g<br />

complexes based on number<br />

<strong>of</strong> houses<br />

Incentives and dis-<strong>in</strong>centives <strong>in</strong> the form<br />

<strong>of</strong> reduced property tax and penalties for<br />

violators should be followed to ensure STPs<br />

are set up.<br />

Collect charges for treat<strong>in</strong>g sewage<br />

generated by households and <strong>in</strong>dustrial<br />

establishments.<br />

Set up <strong>in</strong>dependent STPs if the number <strong>of</strong><br />

households <strong>in</strong> the hous<strong>in</strong>g complex are<br />

more than 50 <strong>in</strong> number.<br />

Levy f<strong>in</strong>es on hous<strong>in</strong>g complexes that do<br />

not set up STPs and l<strong>in</strong>k to the exist<strong>in</strong>g<br />

sewage system <strong>of</strong> the city.<br />
