Quality:<br />

In the Index, water quality is arguably the area where performance<br />

is highest, with many cities hav<strong>in</strong>g recognized their critical role <strong>in</strong><br />

improv<strong>in</strong>g quality <strong>of</strong> life, and thus have made significant <strong>in</strong>vestment.<br />

However, it rema<strong>in</strong>s a challenge for a number <strong>of</strong> develop<strong>in</strong>g cities<br />

such as those <strong>in</strong> Africa and Asia. Accord<strong>in</strong>g to a recent UN report,<br />

ten percent <strong>of</strong> the world’s population still does not have access to<br />

safe dr<strong>in</strong>k<strong>in</strong>g water. Cities <strong>in</strong> the developed world have historically<br />

improved their prosperity and economies only after adequately<br />

address<strong>in</strong>g water quality and sanitation, mak<strong>in</strong>g them more<br />

competitive. Cities <strong>in</strong> develop<strong>in</strong>g nations will need to improve water<br />

quality to become prosperous, susta<strong>in</strong>able urban centres. Unsafe<br />

water and lack <strong>of</strong> sanitation is a major contributor to illness and<br />

disease, and lack <strong>of</strong> accessible and reliable source <strong>of</strong> potable water<br />

can m<strong>in</strong>imize productivity and deter bus<strong>in</strong>ess <strong>in</strong>vestment. Polluted<br />

waterways restrict recreational activities, make clean up costly and<br />
