<strong>Draft</strong> <strong>Policy</strong> Recommendation<br />

means <strong>of</strong> promot<strong>in</strong>g susta<strong>in</strong>able development along with respect for ecological<br />

constra<strong>in</strong>ts; and also <strong>in</strong> the National <strong>Policy</strong> for Farmers, 2007 that focuses on<br />

susta<strong>in</strong>able development <strong>of</strong> agriculture. The NAPCC provides a sharper focus on<br />

eight areas and provides for implementation <strong>of</strong> <strong>in</strong>itiatives – either mitigation and<br />

adaptation to combat climate change. The NAPCC is supplemented by actions at<br />

the State and local level through <strong>in</strong>dividual State Action Plan on Climate Change<br />

(SAPCC). There have been efforts to <strong>in</strong>tegrate climate change issues <strong>in</strong>to the state<br />

plann<strong>in</strong>g process and <strong>in</strong>volve multi-stakeholders (NGOs, private sector, etc) to<br />

drive implementation at local levels.<br />

<strong>India</strong>’s INDC to UNFCCC mentions “vulnerabilities <strong>in</strong> <strong>India</strong> differ among states,<br />

among regions and among different groups <strong>of</strong> people with<strong>in</strong> the same region due<br />

to substantial variations <strong>in</strong> topography, climatic conditions, ecosystems as well<br />

as diversity <strong>in</strong> its social structures, economic conditions and needs <strong>of</strong> different<br />

communities.”<br />

3.1 The National Mission for Green <strong>India</strong> (GIM) 17<br />

The National Mission for Green <strong>India</strong> or Green <strong>India</strong> Mission is one <strong>of</strong> the eight<br />

Missions outl<strong>in</strong>ed under the National Action Plan on Climate Change (NAPCC).<br />

It aims at protect<strong>in</strong>g; restor<strong>in</strong>g and enhanc<strong>in</strong>g <strong>India</strong>’s dim<strong>in</strong>ish<strong>in</strong>g forest<br />

cover and respond<strong>in</strong>g to climate change by a comb<strong>in</strong>ation <strong>of</strong> adaptation and<br />

mitigation measures. It envisages a holistic view <strong>of</strong> green<strong>in</strong>g and focuses on<br />

multiple ecosystem services, especially, biodiversity, water, biomass, preserv<strong>in</strong>g<br />

mangroves, wetlands, critical habitats, etc. along with carbon sequestration<br />

as a co-benefit. This mission has adopted an <strong>in</strong>tegrated cross-sector approach<br />

as it will be implemented on both public as well as private lands with local<br />

communities play<strong>in</strong>g a key role <strong>in</strong> plann<strong>in</strong>g, decision mak<strong>in</strong>g, implementation<br />

and monitor<strong>in</strong>g. The stated Goals <strong>of</strong> Mission are:<br />

To <strong>in</strong>crease forest/tree cover to the extent <strong>of</strong> 5 million hectares (mha) and improve<br />

quality <strong>of</strong> forest/tree cover on another 5 mha <strong>of</strong> forest/non-forest lands<br />

To improve/enhance ecosystem services like carbon sequestration and storage<br />

(<strong>in</strong> forests and other ecosystems), hydrological services and biodiversity; along<br />

with provision<strong>in</strong>g services like fuel, fodder, and timber and non-timber forest<br />

produces (NTFPs);<br />

To <strong>in</strong>crease forest based livelihood <strong>in</strong>come <strong>of</strong> about 3 million households<br />
