Set up underground storm water network where surface sewage<br />

transport has been set up.<br />

Initiate process <strong>of</strong> <strong>in</strong>terchang<strong>in</strong>g the storm water from surface to<br />

underwater, and sewage from underground to surface <strong>in</strong> areas where<br />

underground sewage network has been set up.<br />

Set up a Unified Regulator and Advisor on Pollution. This could<br />

be along the l<strong>in</strong>es <strong>of</strong> Telecom Regulatory Authority or Insurance<br />

Regulatory Authority, who will be mandated to ensure that the now<br />

privatised STPs are function<strong>in</strong>g as per desired standards.<br />

Incentivise <strong>in</strong>dustries will<strong>in</strong>g to <strong>in</strong>vest <strong>in</strong> Green Chemistry R&D<br />

directed towards reduc<strong>in</strong>g effluent and recover<strong>in</strong>g resources from<br />

their “waste”. The viability <strong>of</strong> this approach is demonstrated <strong>in</strong><br />
