A first-step towards adaptation is reduc<strong>in</strong>g vulnerability and exposure to<br />

present climate variability.<br />

Adaptation actions at all levels <strong>of</strong> governance are cont<strong>in</strong>gent on different<br />

societal values, objectives, and risk-perception; recognis<strong>in</strong>g this plurality <strong>of</strong><br />

contexts benefits decision-mak<strong>in</strong>g processes.<br />

Decision support is most effective when it is sensitive to context and the<br />

diversity <strong>of</strong> decision types, processes, and constituencies.<br />

Exist<strong>in</strong>g and emerg<strong>in</strong>g economic <strong>in</strong>struments can foster adaptation by<br />

provid<strong>in</strong>g <strong>in</strong>centives for anticipat<strong>in</strong>g and reduc<strong>in</strong>g impacts.<br />

Constra<strong>in</strong>ts such as limited f<strong>in</strong>ancial and human resources, limited <strong>in</strong>tegration<br />

and coord<strong>in</strong>ation, projected uncerta<strong>in</strong>ties, and compet<strong>in</strong>g values can <strong>in</strong>teract<br />

to impede adaptation plann<strong>in</strong>g and implementation.<br />

Poor plann<strong>in</strong>g that is too short-term <strong>in</strong> th<strong>in</strong>k<strong>in</strong>g can result <strong>in</strong> unforeseen<br />

maladaptive consequences.<br />

Significant trade-<strong>of</strong>fs, co-benefits, and synergies exist between mitigation and<br />

adaptation, with <strong>in</strong>teractions occurr<strong>in</strong>g both with<strong>in</strong> and across regions.<br />

The prospects for susta<strong>in</strong>able development pathways are very much dependent<br />

on what the world accomplishes with climate change mitigation, both <strong>in</strong> terms<br />

<strong>of</strong> scale required and the time-spans available. Opportunities for effective<br />

adaptation measures are therefore decreas<strong>in</strong>g over time, <strong>in</strong>creas<strong>in</strong>g the risk <strong>of</strong><br />

some areas exceed<strong>in</strong>g adaptation limits. Transformational changes <strong>in</strong> economic,<br />

social, technological and political decisions and actions can enable climateresilient<br />

pathways, and can be encouraged through iterative, deliberative<br />

approaches and <strong>in</strong>novation.<br />

Integrat<strong>in</strong>g climate change adaptation considerations <strong>in</strong>to policy processes<br />

and decision-mak<strong>in</strong>g across a range <strong>of</strong> sectors and scales is important <strong>in</strong><br />

manag<strong>in</strong>g the impacts <strong>of</strong> climate change. The present situation is critical given<br />

the priorities related to development targets <strong>in</strong>clud<strong>in</strong>g poverty eradication,<br />

energy access, health and education and the <strong>in</strong>crease <strong>in</strong> vulnerabilities due to<br />

climate change. The two cannot be dissociated from each other and <strong>in</strong>novative<br />
