According to Mainichi Shimbun and other news sources, 115 Japanese radio<br />

amateurs brought an action against Japanese Ministry of Internal Affairs<br />

and Communications to delete the approval of in-house PLC on December 7.<br />

The ministry approved the use of in-house PLC modem on October 18, and<br />

some PLC modems have been on sale. The accusers claim that the approval of<br />

in-house PLC will seriously affect the communications in HF(2-30MHz) band.<br />

JAPAN [to North Korea]. The [Japanese] govt said Friday it will begin<br />

radio b/cs in the next fiscal year to reach people it believes were<br />

abducted by North Korea and may still be alive there, govt sources said.<br />

The move came after communications minister Yoshihide Suga last month<br />

issued an unprecedented order to NHK to air prgms about North Korea's<br />

abductions of Japanese nationals on its SW radio service.<br />

The govt has also decided to provide funding to the Investigation<br />

Commission on Missing Japanese Probably Related to North Korea, a private<br />

group, to help it pay for another SW radio service called Shiokaze, which<br />

b/cs family messages to abductees who may still be alive. The move<br />

apparently reflects PM Shinzo Abe's efforts to draw attention to the<br />

abduction issue. The radio b/cs will be produced by the govt, which will<br />

hire stns mainly in South Korea to air them, the sources said. "It's the<br />

greatest hope for abduction victims in North Korea to know (their)<br />

families in Japan and the Japanese govt have not given up on them," Suga<br />

said.<br />

LATVIA 9290 The shortwave relay service on 9290 kHz will return to the<br />

air with 100 kW during the Xmas holidays. License holder is the company<br />

SIA "RNI Radio", owned by Raimonds Kreicbergs and local investors. On 7<br />

December, the Latvian Radio & TV Council (NRTP) issued the license to this<br />

company. The company would like to point out that the relay service as<br />

*no* connection with the website which since early<br />

2006 incorrectly claims being the holder of a license for shortwave relays<br />

from Latvia. The Radio & TV Council did not receive any application from<br />

the person(s) behind the website.<br />

MALAYSIA [SARAWAK] New SW stns? "More RTM Radio And TV Transmitters For<br />

Sarawak Under 9MP." Radio Televisyen Malaysia (RTM) will build more radio<br />

and TV xmtrs in Sarawak under the Ninth Malaysia Plan. State Second<br />

Minister of Resource Planning and Management Datuk Seri Awang Tengah Ali<br />

Hasan said this was necessary for better quality b/c and reception for<br />

listeners and viewers in the rural areas.<br />
