extend English and Korean programs from April 10.<br />

LIBYA [non] Voice of Hope.<br />

Today (Friday) V of Hope switched on the carrier around 1140 on 17685.<br />

After a couple of test tones the carrier was open until the programme<br />

started just before 1200. At 1300 the freq was changed to 17690. This is<br />

the normal procedure. Although the freq choice varies from day to day, the<br />

shift at 1300 is always 5 kHz up or down. The exact change-over time is<br />

usually one or two mins past 1300 and the shift is completed in a matter<br />

of seconds.<br />

The long period of open carrier provides the Libyan (?) monitors with<br />

plenty of time to alert the jamming stations of the freq to set. Today,<br />

however, monitoring was hampered by a co-channel station on 17685, so the<br />

jammers opened on default freqs 17670 and 17680. At 1204 17670 went off<br />

and reappeared on 17685 after a min (very slow switching). After the 1300<br />

freq shift it may take up to 10 minutes before the jammers are aligned.<br />

The propagation of the two Voice of Africa jammers is very well correlated<br />

with the propagation of RFI on 17620 (Issoudun, today noted opening at<br />

1159). Most days all three signals are propagating poorly, sometimes there
