"Investigation Commission on Misssing Japanese Probably Related to North<br />

Korea" announced they changed the schedule of their 2nd broadcast of<br />

"Shiokaze" since July 10 to prevent jamming from North Korea. The new<br />

schedule is; 1300-1330 9485 in Japanese / English / Korean / Chinese. They<br />

say they will take another measure if North Korea persistently continue to<br />

jam their broadcast.<br />

9855, Shiokaze (Sea Breeze) via TAIWAN (presumed site), July 10; checking<br />

for their usual *1030-1057* UT but nothing heard from 1027-1103 UT;<br />

another new schedule or a one day event?<br />

Shiokaze (Sea Breeze) broadcasts to North Korea and is presented by the<br />

independent investigating organization: "Investigation Commission on<br />

Missing Japanese Probably Related to North Korea" (COMJAN website<br />

). I watched a story this past Sunday<br />

on "60 Minutes", about Charles "Robert" Jenkins, an American soldier who<br />

deserted to North Korea in 1965. In 1980 the North Koreans brought a 21-<br />

year-old Japanese woman to him and they were married. She was Hitomi Soga,<br />

and she had been kidnapped from Japan. Turns out that North Korea was<br />

abducting ordinary Japanese citizens and forcing them to teach Japanese to<br />

North Korean spies.<br />

In 1978, Hitomi was kidnapped by North Korean agents on a road on Sado<br />

Island, Japan. In 2002, to improve relations, the new leader of North<br />

Korea, admitted to Japanese Prime Minister Junichiro Koizumi that North<br />

Korea had in fact kidnapped some Japanese citizens. Watching this program<br />

makes listening to Shiokaze (Sea Breeze) all the more relevant: as most of<br />

their "<strong>News</strong> Flash" items deal with No. Korea and their reading of the many<br />

names of the Japanese abducted makes for interesting programming.<br />

July 11 (Tue.), *1300-1330* (new time); program in EG, reading the names<br />

of abducted Japanese, 1326 sign-off annt over piano mx. Poor-fair. They<br />

have changed their schedule as of July 10, to try to evade the jamming:<br />

1300-1330 UT, on 9485 [10PM-10:30PM JST] (ex-9855, 1030-1100 UT).<br />

No change for 9785, from 2030-2100 UT [5:30AM-6AM JST].<br />

Believe we can expect them to be in a constant state of flux, as they try<br />

to out run the jamming.<br />

"Open Radio for North Korea, to broadcast missile protest messages from<br />

South Koreans. Open Radio for North Korea will broadcast, free of charge,<br />

messages from South Koreans who want to express their thoughts to Kim Jong<br />

Il in regards to North Korea's missiles. According to Open Radio, 'The<br />

event is intended to relay voices of South Korean citizens to North<br />

Korea's foremost Commissioner Kim Jong Il and make North Korean<br />

authorities reflect upon their policies.' Open Radio says the messages can<br />

contain anything except instigations of violence or breaches to existing<br />

law. The messages should be kept to 1 A4 page and undoubtedly include a<br />

message of protest to Kim Jong Il or a message to another North Korean<br />

person. Messages can be sent via email, fax or posted on the Open Radio<br />

homepage website. Open Radio will be airing the messages on 5880 kHz on<br />

July 16th and 17th, between 6 PM and 6:30 PM (0900-0930 UTC).
