contributed to enhanced communication and partnerships with <strong>the</strong> private sector <strong>in</strong> Kenya for <strong>the</strong> development<br />

<strong>of</strong> <strong>the</strong> legumes sub-sector.<br />

Similar to <strong>the</strong> chickpea study <strong>in</strong> Ethiopia, this study <strong>in</strong>volved extensive consultations and <strong>in</strong>teractions with a<br />

range <strong>of</strong> stakeholders <strong>in</strong>clud<strong>in</strong>g farmers, farmer organizations, private sector, extension departments, NGOs,<br />

researchers and government <strong>of</strong>ficials. <strong>The</strong> study used a sub-sector approach to identify constra<strong>in</strong>ts and<br />

opportunities at different po<strong>in</strong>ts <strong>in</strong> <strong>the</strong> pigeonpea production, process<strong>in</strong>g, market<strong>in</strong>g and consumption cha<strong>in</strong>. It<br />

reviewed <strong>the</strong> exist<strong>in</strong>g literature and brought toge<strong>the</strong>r a set <strong>of</strong> recommendations for harness<strong>in</strong>g <strong>the</strong> opportunities<br />

that lie <strong>in</strong> <strong>the</strong> pigeonpea sub-sector. A value cha<strong>in</strong> analyses approach was used to assess <strong>the</strong> structure and<br />

function<strong>in</strong>g <strong>of</strong> pigeonpea markets. Availability <strong>of</strong> such <strong>in</strong>formation has facilitated <strong>the</strong> <strong>in</strong>teractions with <strong>the</strong><br />

private sector and is becom<strong>in</strong>g useful <strong>in</strong> l<strong>in</strong>k<strong>in</strong>g smallholder producers with wholesalers, processors and<br />

exporters. Development partners (e.g. TechnoServe and Catholic Relief Services and donors (e.g. USAID and<br />

IFAD) have also benefit<strong>in</strong>g from <strong>the</strong> f<strong>in</strong>d<strong>in</strong>gs.<br />

Chickpea sub-sector study for Ethiopia<br />

This study is expected to lay <strong>the</strong> foundation for better understand<strong>in</strong>g <strong>of</strong> <strong>the</strong> constra<strong>in</strong>ts and opportunities fac<strong>in</strong>g<br />

<strong>the</strong> chickpea sub-sector <strong>in</strong> ESA region. It was undertaken based on <strong>the</strong> request <strong>of</strong> <strong>the</strong> Ethiopian Farmers Project<br />

(IPMS) jo<strong>in</strong>tly undertaken by <strong>the</strong> M<strong>in</strong>istry <strong>of</strong> Agriculture, Ethiopian Institute <strong>of</strong> Agricultural Research and ILRI.<br />

<strong>The</strong> study is expected to <strong>in</strong>fluence future priorities and strategies <strong>of</strong> Farmer Organizations and pulse traders,<br />

processors and exporters <strong>in</strong> Ethiopia. <strong>The</strong> methodology and <strong>the</strong> approach used are very useful to researchers and<br />

policy analysts.<br />

This study has <strong>in</strong>formed policy decisions on strategies for enhanc<strong>in</strong>g competitiveness <strong>of</strong> chickpea production <strong>in</strong><br />

Ethiopia and helped <strong>the</strong> IPMS project and <strong>the</strong> M<strong>in</strong>istry <strong>of</strong> Agriculture def<strong>in</strong>e new approaches for promot<strong>in</strong>g<br />

high value chickpea varieties. It has also <strong>in</strong>formed <strong>the</strong> Farmers’ Union on how best to organize its chickpea<br />

production and market<strong>in</strong>g options and highlighted <strong>the</strong> challenges faced by Ethiopian pulse exporters.<br />

<strong>The</strong> study <strong>in</strong>volved extensive consultations and <strong>in</strong>teractions with a range <strong>of</strong> stakeholders <strong>in</strong>clud<strong>in</strong>g farmers,<br />

farmer organizations, private sector, extension departments, NGOs, researchers and government <strong>of</strong>ficials. <strong>The</strong><br />

methods <strong>in</strong>volved literature reviews and data collection us<strong>in</strong>g formal and <strong>in</strong>formal approaches. A value cha<strong>in</strong><br />

analyses approach was used to assess <strong>the</strong> structure and function<strong>in</strong>g <strong>of</strong> chickpea markets. Some <strong>of</strong> <strong>the</strong> results<br />

have already been presented at <strong>the</strong> IPMS workshop on agri-bus<strong>in</strong>ess development and contributed to <strong>the</strong><br />

<strong>in</strong>clusion <strong>of</strong> chickpeas by <strong>the</strong> M<strong>in</strong>istry <strong>of</strong> Agriculture and EIAR under <strong>the</strong> priority commodities identified for<br />

technology scal<strong>in</strong>g up <strong>in</strong> <strong>the</strong> country. Availability <strong>in</strong>formation has also started to attract fund<strong>in</strong>g and o<strong>the</strong>r<br />

partners (e.g. Catholic Relief Services and <strong>the</strong> Ethiopian Seed Enterprise) to improve productivity and market<br />

access for chickpeas.<br />

Output 1D. Forecast<strong>in</strong>g models, market l<strong>in</strong>kage models and analytical tools developed and promulgated<br />

<strong>in</strong> collaboration with o<strong>the</strong>r CG centers and partners for situational analysis and outlook <strong>in</strong> commodities<br />

& livestock <strong>in</strong>clud<strong>in</strong>g phyto-sanitary standards (SPS) and technical specifications for <strong>in</strong>ternational trade<br />

by 2009 and new knowledge shared annually with partners<br />

effective market l<strong>in</strong>kages (L<strong>in</strong>ked with GT-CI)<br />

<strong>The</strong> objectives <strong>of</strong> this study are a) to conduct an evaluation <strong>of</strong> <strong>the</strong> emerg<strong>in</strong>g patterns <strong>of</strong> <strong>in</strong>stitutional partnerships<br />

for effective market l<strong>in</strong>kages and b) to provide policy and programme guidance on <strong>the</strong> optimal arrangements<br />

<strong>in</strong>volv<strong>in</strong>g public and private partnerships. A unique feature <strong>of</strong> this study is <strong>the</strong> coalition approach, i.e., <strong>the</strong><br />

process <strong>in</strong> which dist<strong>in</strong>ct or <strong>in</strong>dependent entities/<strong>in</strong>stitutions work toge<strong>the</strong>r as a s<strong>in</strong>gle unit while keep<strong>in</strong>g <strong>the</strong>ir<br />

identity, for <strong>the</strong> common goal with synergistic effect. <strong>The</strong> coalition approach helped to present <strong>the</strong> right k<strong>in</strong>d <strong>of</strong><br />

<strong>in</strong>centives to benefit <strong>the</strong> poor sorghum farmers, feed manufacturers, poultry producers, and <strong>the</strong> scientists. <strong>The</strong><br />

follow<strong>in</strong>g are <strong>the</strong> key issues based on <strong>the</strong> study<br />
