communities and political bodies <strong>in</strong>clud<strong>in</strong>g <strong>the</strong> NEPAD/CAADP to obta<strong>in</strong> <strong>the</strong> necessary political support to<br />

have <strong>the</strong>se agreements approved and implemented. SCOSA is address<strong>in</strong>g <strong>the</strong> follow<strong>in</strong>g issues:<br />

1. Develop<strong>in</strong>g a web-based template for <strong>the</strong> regional variety catalogs that are needed to support <strong>the</strong><br />

regional variety release systems be<strong>in</strong>g developed <strong>in</strong> all three regions<br />

2. Contribute to <strong>the</strong> development/ref<strong>in</strong><strong>in</strong>g <strong>of</strong> technical agreements <strong>in</strong>clud<strong>in</strong>g <strong>the</strong> adaptation <strong>of</strong> technical<br />

manuals on seed import-export regulations and quarant<strong>in</strong>e pest lists, biosafety test<strong>in</strong>g procedures based<br />

on process management, regional variety release.<br />

3. Facilitate <strong>the</strong> development <strong>of</strong> <strong>in</strong>stitutional arrangements and partnerships for improv<strong>in</strong>g seed systems<br />

through enhanced availability <strong>of</strong> breeder and foundation seeds and bus<strong>in</strong>ess development services for<br />

seed enterprises.<br />

Presently 21 countries across sub-Saharan Africa are <strong>in</strong> <strong>the</strong> process <strong>of</strong> develop<strong>in</strong>g bus<strong>in</strong>ess plans for <strong>the</strong><br />

establishment <strong>of</strong> Seed Enterprise Enhancement and Development Services (SEEDS) that are expected to<br />

produce and market foundation seed <strong>of</strong> publicly developed varieties, provide storage and process<strong>in</strong>g facilities to<br />

seed entrepreneurs as well as technical support, seed certification (where accreditation is feasible) and bus<strong>in</strong>ess<br />

development services. This work is be<strong>in</strong>g done <strong>in</strong> partnership with AFSTA, which has <strong>the</strong> mandate to support<br />

<strong>the</strong> development <strong>of</strong> commercial seed trade on <strong>the</strong> cont<strong>in</strong>ent. Bus<strong>in</strong>ess plans are expected to be f<strong>in</strong>alized by <strong>the</strong><br />

end <strong>of</strong> <strong>2006</strong> and efforts are underway to use <strong>the</strong>se bus<strong>in</strong>ess plans to solicit resources to establish SEEDS.<br />

This <strong>in</strong>itiative recognizes <strong>the</strong> key role <strong>of</strong> <strong>the</strong> private sector. <strong>The</strong> public sector is important <strong>in</strong> creat<strong>in</strong>g an<br />

enabl<strong>in</strong>g environment. From time to time, consultations are made with <strong>the</strong> private sector through meet<strong>in</strong>gs to<br />

determ<strong>in</strong>e whe<strong>the</strong>r <strong>the</strong> <strong>in</strong>itiatives be<strong>in</strong>g undertaken are facilitat<strong>in</strong>g <strong>the</strong> private sector to participate more<br />

effectively <strong>in</strong> foster<strong>in</strong>g a vibrant seed sector. This is <strong>in</strong> effect bus<strong>in</strong>ess not as usual because <strong>in</strong> <strong>the</strong> past, <strong>the</strong><br />

public sector was <strong>the</strong> leader but no longer.<br />

Output 1B: SAT agricultural research database, impact evaluation methods, participatory, pro-poor<br />

monitor<strong>in</strong>g and evaluation and <strong>in</strong>stitutional learn<strong>in</strong>g and change models generated, shared and capacity<br />

developed with national and sub-regional agricultural research systems by 2009 with new knowledge<br />

shared with partners.<br />

Output Target <strong>2006</strong>: Data on SAT agriculture developed for NARES and regional/global organizations for<br />

prioritization, monitor<strong>in</strong>g and evaluation and technology forecast<strong>in</strong>g generated<br />

1B.1. District level database update (Asia)<br />

<strong>ICRISAT</strong> is ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g district level database for India that <strong>in</strong>cludes data on area and production under major<br />

crops, land use, crop wise irrigated area, source wise irrigation, farm harvest prices, fertilizer consumption,<br />

ra<strong>in</strong>fall, <strong>in</strong>frastructure variables like road length, and markets, land hold<strong>in</strong>g size and census data relat<strong>in</strong>g to<br />

human and livestock population. <strong>The</strong> database spans 492 districts <strong>in</strong> India cover<strong>in</strong>g 16 states (now 19 states,<br />

with <strong>the</strong> formation <strong>of</strong> new states). <strong>The</strong> database available with <strong>ICRISAT</strong> for 13 states <strong>in</strong> India was updated <strong>in</strong><br />

2001 up to 1997-98 for all <strong>the</strong> variables <strong>in</strong> <strong>the</strong> file and expanded to <strong>in</strong>clude data for 3 more states i.e., from 13 to<br />

16 states.<br />

Background: Update <strong>of</strong> <strong>the</strong> database is essential to address issues at <strong>the</strong> aggregate or regional level. State level<br />

data are not suitable s<strong>in</strong>ce states were created on l<strong>in</strong>guistic and political grounds and are not homogenous <strong>in</strong><br />

terms <strong>of</strong> agro-climatic and socioeconomic environment. Research resource allocations to various projects across<br />

regions have become critical due to availability <strong>of</strong> limited resources. Us<strong>in</strong>g district level data regions with pre<br />

determ<strong>in</strong>ed criteria (poverty, <strong>in</strong>come, <strong>in</strong>frastructure etc) could be flagged that would help <strong>in</strong> more <strong>in</strong>formed<br />

resource allocation to meet <strong>the</strong> goals and objectives <strong>of</strong> <strong>the</strong> research project.<br />

Progress: In <strong>2006</strong> <strong>the</strong> database is be<strong>in</strong>g updated until 2004 for all <strong>the</strong> districts <strong>in</strong> <strong>the</strong> 19 states <strong>in</strong> <strong>the</strong> dataset.<br />

Updat<strong>in</strong>g <strong>the</strong> database is a herculean task <strong>in</strong>volv<strong>in</strong>g travel to state Directorates <strong>of</strong> Economics and Statistics,<br />

Directorates <strong>of</strong> Agriculture, Market<strong>in</strong>g Departments, Animal Husbandry, etc located <strong>in</strong> each state capital for<br />

collection <strong>of</strong> data from published and unpublished sources. This was accomplished to a large extent for key<br />

variables <strong>in</strong> collaboration with CRIDA an ICAR <strong>in</strong>stitution that are partners <strong>in</strong> <strong>the</strong> update <strong>of</strong> <strong>the</strong> dataset. Data<br />

from only a couple <strong>of</strong> newly formed states is still <strong>in</strong> <strong>the</strong> process <strong>of</strong> be<strong>in</strong>g collected. To br<strong>in</strong>g <strong>the</strong> data to usable<br />

form, cod<strong>in</strong>g, check<strong>in</strong>g and <strong>in</strong>putt<strong>in</strong>g, process<strong>in</strong>g and merg<strong>in</strong>g with exist<strong>in</strong>g database, and f<strong>in</strong>ally mak<strong>in</strong>g <strong>the</strong><br />

database compatible with GIS for spatial analysis etc are <strong>in</strong> progress and will cont<strong>in</strong>ue <strong>in</strong> <strong>the</strong> first quarter <strong>of</strong><br />

2007.<br />
