forward and backward l<strong>in</strong>kages need to be delivered.<br />

7B.4: Social impact assessment <strong>of</strong> <strong>the</strong> <strong>in</strong>tegrated watershed project <strong>in</strong> Thailand and Vietnam<br />

A rapid appraisal <strong>of</strong> <strong>the</strong> social contributions <strong>of</strong> <strong>the</strong> <strong>in</strong>tegrated watershed project <strong>in</strong> Thailand and Vietnam was made.<br />

F<strong>in</strong>d<strong>in</strong>gs on <strong>the</strong> biophysical aspects <strong>of</strong> <strong>the</strong> watershed were used as <strong>the</strong> start<strong>in</strong>g po<strong>in</strong>t for <strong>in</strong>vestigat<strong>in</strong>g <strong>the</strong> impact on<br />

<strong>the</strong> agricultural and social system <strong>of</strong> farmers. Significant f<strong>in</strong>d<strong>in</strong>gs are as follows:<br />

• Awareness and adoption <strong>of</strong> <strong>the</strong> different technological packages are high except on <strong>the</strong> <strong>in</strong>stallation <strong>of</strong> soil and<br />

water <strong>in</strong>struments. Less <strong>in</strong>terest by farmers on <strong>the</strong> latter should be dealt with by proper <strong>in</strong>culcation <strong>of</strong> <strong>the</strong>ir<br />

importance.<br />

• Modifications <strong>in</strong> farmers’ agricultural systems <strong>in</strong>cluded a change <strong>in</strong> cropp<strong>in</strong>g system such as addition <strong>of</strong> new<br />

crops (legumes and fruit trees), new varieties, and adjustment <strong>in</strong> <strong>the</strong> cropp<strong>in</strong>g calendar and some <strong>in</strong>vestments<br />

<strong>in</strong> aquaculture as well as poultry. Apparently, <strong>the</strong>se have contributed to <strong>the</strong> improvement <strong>of</strong> <strong>the</strong> livelihood<br />

system, enhancement <strong>of</strong> community participation, and fulfillment among household members such as hav<strong>in</strong>g<br />

more time to visit temples and some boost <strong>in</strong> <strong>the</strong>ir self-esteem.<br />

• Tra<strong>in</strong><strong>in</strong>gs and exposure opened w<strong>in</strong>dows for self-help group formation and alliances/partnerships.<br />

• A contribut<strong>in</strong>g factor to ga<strong>in</strong>s obta<strong>in</strong>ed <strong>in</strong> <strong>the</strong> watershed project has been due to <strong>the</strong> <strong>in</strong>culcation <strong>of</strong> <strong>the</strong> sense <strong>of</strong><br />

ownership among <strong>the</strong> farm households. And this expla<strong>in</strong>s <strong>the</strong> clamor for cont<strong>in</strong>uous capacity build<strong>in</strong>g to<br />

ensure susta<strong>in</strong>ability <strong>of</strong> <strong>in</strong>itial ga<strong>in</strong>s.<br />

• Expressed needs are technical assistance, various types <strong>of</strong> <strong>in</strong>formation and communication (IEC) materials,<br />

and market price <strong>in</strong>formation. <strong>The</strong> SWOT analysis and transects, which are validated from implementers’<br />

perspective showed a strong resemblance with farmer-respondents’ needs assessment. Alongside <strong>the</strong><br />

development <strong>of</strong> o<strong>the</strong>r potential resources, <strong>the</strong>re were expressions <strong>of</strong> relevant extension support, market and<br />

credit assistance, and more <strong>in</strong>novations <strong>in</strong> agri-related livelihoods like pasture-based livestock and<br />

agr<strong>of</strong>orestry.<br />

• On <strong>the</strong> social aspect, an understand<strong>in</strong>g <strong>of</strong> cop<strong>in</strong>g mechanisms can elicit <strong>the</strong> extent <strong>of</strong> problems and <strong>the</strong> ways<br />

<strong>in</strong> which affected farm households respond. This can be used as an enabl<strong>in</strong>g mechanism for watershed<br />

<strong>in</strong>itiatives specifically <strong>in</strong> develop<strong>in</strong>g appropriate framework for evaluat<strong>in</strong>g, <strong>in</strong>form<strong>in</strong>g, and educat<strong>in</strong>g farm<br />

households.<br />

7B.5: Mid-Term Evaluation <strong>of</strong> NWDPRA Watersheds <strong>in</strong> Andhra Pradesh, Kerala and Tamil Nadu S<br />

Marimuthu, TK Sreedevi, AVR Kesava Rao, SP Wani, P Pathak, Piara S<strong>in</strong>gh, S Nedumaran, TS Vamsidhar Reddy,<br />

R Mula and Ch Sr<strong>in</strong>ivasa Rao<br />

<strong>The</strong> National Watershed Development project for Ra<strong>in</strong>fed Areas (NWDPRA) was launched by <strong>the</strong> Department <strong>of</strong><br />

Agriculture and Cooperation, Government <strong>of</strong> India dur<strong>in</strong>g <strong>the</strong> Eighth Five Year Plan and it is cont<strong>in</strong>u<strong>in</strong>g dur<strong>in</strong>g <strong>the</strong><br />

Tenth Five Year Plan <strong>in</strong> 28 States and two Union Territories, to <strong>in</strong>crease productivity and <strong>in</strong>come and conserve<br />

natural resources <strong>in</strong> ra<strong>in</strong>fed areas. Government <strong>of</strong> India had issued revised guidel<strong>in</strong>es (WARASA-<br />

JANSAHBHAGITA) for <strong>the</strong> implementation if NWDPRA programs <strong>in</strong> <strong>the</strong> country, where it aims for improv<strong>in</strong>g<br />

popular participation and collective action <strong>in</strong> manag<strong>in</strong>g natural resources. A mid-term assessment has been called<br />

for to review <strong>the</strong> progress <strong>of</strong> <strong>the</strong> NWDPRA programs and make mid term corrections <strong>in</strong> <strong>the</strong> process <strong>of</strong><br />

implementation wherever necessary. <strong>ICRISAT</strong> was assigned <strong>the</strong> task <strong>of</strong> a multi-discipl<strong>in</strong>ary assessment <strong>of</strong> <strong>the</strong><br />

program <strong>in</strong> <strong>the</strong> three States <strong>of</strong> Andhra Pradesh, Kerala and Tamil Nadu.<br />

i. Objectives <strong>of</strong> Mid-Term Evaluation: Mid-Term Evaluation (MTE) aims at evaluat<strong>in</strong>g <strong>the</strong> progress, achievements<br />

and problems <strong>in</strong> project implementation <strong>of</strong> NWDPRA program so as to provide critical and timely <strong>in</strong>formation and<br />

guidel<strong>in</strong>es to project management and decision support. <strong>The</strong> basic objectives <strong>of</strong> <strong>the</strong> MTE were: to assess <strong>the</strong><br />

qualitative performance <strong>of</strong> <strong>the</strong> program, to cross exam<strong>in</strong>e <strong>the</strong> <strong>in</strong>formation furnished by states on implementation <strong>of</strong><br />

<strong>the</strong> program, to assess <strong>the</strong> impact <strong>of</strong> <strong>the</strong> program, and to <strong>in</strong>sure implementation <strong>of</strong> <strong>the</strong> program <strong>in</strong> accordance with<br />

<strong>the</strong> revised WARASA-JANSAHBHAGITA guidel<strong>in</strong>es.<br />

ii. Approaches: <strong>ICRISAT</strong>’s review team adopted a fully participatory approach for evaluat<strong>in</strong>g <strong>the</strong> watersheds <strong>in</strong><br />

three states by co-opt<strong>in</strong>g a senior member handl<strong>in</strong>g watershed program from <strong>the</strong> Department <strong>of</strong> Agriculture, to<br />
