2.2.2 How is it implemented?<br />

<strong>The</strong> FIRM approach was first established <strong>in</strong> collaboration with <strong>the</strong> Grootberg Farmers’ Union (GFU) and soon<br />

<strong>the</strong>reafter expanded to overlap with <strong>the</strong> Khoadi/Hôas Wildlife Conservancy. This farmers’ organization was<br />

recognized to be one <strong>of</strong> <strong>the</strong> better organized associations with <strong>the</strong> <strong>in</strong>frastructure <strong>of</strong> an agricultural research station<br />

ceded to <strong>the</strong>m from <strong>the</strong> government. At <strong>the</strong> time <strong>the</strong> FIRM approach was <strong>in</strong>itiated, four <strong>in</strong>dependently-funded<br />

national development projects as well as numerous o<strong>the</strong>r service providers were active <strong>in</strong> <strong>the</strong> area. <strong>The</strong> FIRM was<br />

established to help <strong>the</strong> four development projects coord<strong>in</strong>ate <strong>the</strong>ir support to <strong>the</strong> already well organized and active<br />

CBO.<br />

2.2.3 Up-scal<strong>in</strong>g <strong>the</strong> technology<br />

FIRMs <strong>in</strong> six different areas <strong>of</strong> Namibia are exam<strong>in</strong>ed to review <strong>the</strong>ir progress, implementation and effectiveness.<br />

<strong>The</strong>se six areas, <strong>the</strong> projects with which <strong>the</strong>y are/were associated and <strong>the</strong>ir primary agriculture focus are summarized<br />

<strong>in</strong> Table 3 and Figure 3.<br />

Analysis <strong>of</strong> <strong>the</strong> six selected FIRMs revealed very different states <strong>of</strong> progress <strong>in</strong> terms <strong>of</strong> <strong>the</strong> overall objectives <strong>of</strong><br />

<strong>the</strong>ir establishment. <strong>The</strong> six FIRMs that are currently actively pursu<strong>in</strong>g activities all undertake some form <strong>of</strong> annual<br />

plann<strong>in</strong>g and ongo<strong>in</strong>g monitor<strong>in</strong>g <strong>of</strong> activities <strong>of</strong> <strong>the</strong> CBO and <strong>the</strong>ir service providers. As <strong>the</strong> current partners <strong>of</strong> <strong>the</strong><br />

FIRMs come from different orig<strong>in</strong>s, <strong>the</strong>ir approaches and <strong>the</strong>ir activities vary.<br />

<strong>The</strong> major prerequisite is that local resource users (eg, farmers) be <strong>in</strong> charge <strong>of</strong> <strong>the</strong> process and that it is not steered<br />

by <strong>in</strong>fluential local service providers. <strong>The</strong> composition <strong>of</strong> <strong>the</strong> FIRM is determ<strong>in</strong>ed by <strong>the</strong> objectives and priorities <strong>of</strong><br />

that specific CBO that leads it and can vary considerably from year to year. <strong>The</strong> FIRM approach depends heavily on<br />

external f<strong>in</strong>ancial support and efficient extension services for it to be <strong>success</strong>ful. In all cases referred to <strong>in</strong> Table 4,<br />

strong externally-funded support programs played a major role <strong>in</strong> gett<strong>in</strong>g <strong>the</strong> FIRM <strong>of</strong>f <strong>the</strong> ground and support<strong>in</strong>g its<br />

activities. A major challenge is to ensure <strong>in</strong>stitutional susta<strong>in</strong>ability <strong>of</strong> <strong>the</strong>se organizations after <strong>the</strong> end <strong>of</strong> <strong>the</strong><br />

externally supported <strong>in</strong>itiative.<br />

<strong>The</strong> FIRM approach has been identified and adopted by <strong>the</strong> Directorate <strong>of</strong> Extension and Eng<strong>in</strong>eer<strong>in</strong>g Services <strong>of</strong><br />

<strong>the</strong> M<strong>in</strong>istry <strong>of</strong> Agriculture, Water and Forestry (MAWF) as parallel to and support<strong>in</strong>g <strong>the</strong>ir Farm<strong>in</strong>g Systems<br />

Research and Extension (FSRE) approach. <strong>The</strong> MAWF is currently enhanc<strong>in</strong>g <strong>the</strong> various forums with<strong>in</strong> which <strong>the</strong>y<br />

operate. Although <strong>the</strong> FIRM is seen as meet<strong>in</strong>gs only to some observers, it has proven to be useful where direct<br />

<strong>in</strong>teraction between local communities and service providers take place.<br />
