ensure <strong>in</strong>ternalization <strong>of</strong> <strong>the</strong> suggestions dur<strong>in</strong>g <strong>the</strong> MTE. Secondly, we adopted a multidiscipl<strong>in</strong>ary approach with<br />

specialized discipl<strong>in</strong>es <strong>in</strong>clud<strong>in</strong>g social, gender and <strong>in</strong>stitutional specialists along with <strong>the</strong> specialists from<br />

biophysical discipl<strong>in</strong>es. In order to get a coord<strong>in</strong>ated approach to undertake MTE <strong>in</strong> three states, we followed two<br />

tier approaches where a core group <strong>of</strong> experienced scientists guided <strong>the</strong> process to discuss and f<strong>in</strong>alize methods to be<br />

adopted for <strong>the</strong> MTE such as sampl<strong>in</strong>g size, sampl<strong>in</strong>g method, survey <strong>in</strong>struments, analysis methods and strategies<br />

to undertake <strong>the</strong> MTE. <strong>ICRISAT</strong> teams visited <strong>the</strong>se watersheds for on-site assessment <strong>of</strong> <strong>the</strong> progress made,<br />

conducted meet<strong>in</strong>gs and discussions with various stakeholders <strong>in</strong>clud<strong>in</strong>g rural communities, and studied <strong>the</strong> records<br />

ma<strong>in</strong>ta<strong>in</strong>ed and reports prepared for various activities <strong>in</strong> watersheds. Household surveys were conducted with a well<br />

structured questionnaire by <strong>in</strong>volv<strong>in</strong>g agricultural graduates from State Agricultural Universities. <strong>The</strong> broad aspects<br />

covered were: community organization and <strong>in</strong>stitutional aspects, plann<strong>in</strong>g aspects, implementation aspects,<br />

socioeconomic aspects, <strong>the</strong> <strong>in</strong>tegrated approach followed for watershed development and monitor<strong>in</strong>g and evaluation.<br />

iii. Summary <strong>of</strong> f<strong>in</strong>d<strong>in</strong>gs: <strong>The</strong> major bottleneck <strong>in</strong> <strong>the</strong> implementation <strong>of</strong> <strong>the</strong> NWDPRA programs is <strong>in</strong>adequate and<br />

non timely release <strong>of</strong> annual funds, which was found <strong>in</strong>variably across all <strong>the</strong> watersheds <strong>in</strong> <strong>the</strong> three States <strong>of</strong><br />

Andhra Pradesh, Kerala and Tamil Nadu. It was observed that enough time-lag should be provided for Project<br />

Implement<strong>in</strong>g Agency (PIA) to create awareness among <strong>the</strong> community about <strong>the</strong> program before <strong>the</strong> <strong>in</strong>ception <strong>of</strong><br />

<strong>the</strong> scheme which is necessary for improv<strong>in</strong>g <strong>the</strong> community participation <strong>in</strong> <strong>the</strong> program. It was found that<br />

community participation is high <strong>in</strong> watersheds implemented by Non Governmental Organizations (NGOs) compared<br />

to Government Departments. Social <strong>in</strong>stitutions like “User groups” are defunct <strong>in</strong> most <strong>of</strong> <strong>the</strong> watersheds which<br />

needs to be streng<strong>the</strong>ned. Basel<strong>in</strong>e characterization <strong>of</strong> <strong>the</strong> watershed before implement<strong>in</strong>g <strong>the</strong> project was not<br />

carried out for <strong>the</strong> biophysical aspects <strong>in</strong>clud<strong>in</strong>g water resources and soil fertility status and socio economic aspects,<br />

which is necessary for identify<strong>in</strong>g various watershed activities and for assess<strong>in</strong>g <strong>the</strong> impact <strong>of</strong> <strong>the</strong> watershed<br />

program. Effective tools and methods should have been engaged to analyze <strong>the</strong> community needs and expectations<br />

which are miss<strong>in</strong>g <strong>in</strong> all <strong>the</strong> watersheds evaluated.<br />

Water management issue is be<strong>in</strong>g addressed <strong>in</strong> all watersheds ma<strong>in</strong>ly through <strong>the</strong> renovation <strong>of</strong> exist<strong>in</strong>g tanks,<br />

desilt<strong>in</strong>g <strong>of</strong> irrigation cum dra<strong>in</strong>age channels, construction <strong>of</strong> check dams, field and stone bund<strong>in</strong>g mostly ignor<strong>in</strong>g<br />

<strong>in</strong>-situ water conservation, water harvest<strong>in</strong>g and recycl<strong>in</strong>g with efficient irrigation systems. It was felt that ear<strong>the</strong>n<br />

check dams with a stone outlet would have been appropriate after look<strong>in</strong>g at <strong>the</strong> land gradient and carry<strong>in</strong>g capacity<br />

<strong>of</strong> dra<strong>in</strong>s and it could have resulted <strong>in</strong> considerable sav<strong>in</strong>gs <strong>in</strong> <strong>the</strong> construction costs. Many <strong>of</strong> <strong>the</strong> <strong>in</strong>terventions<br />

made <strong>in</strong> watersheds <strong>in</strong>dicate <strong>the</strong> lack <strong>of</strong> proper technical <strong>in</strong>puts. <strong>The</strong>re is need to improve <strong>the</strong> l<strong>in</strong>kages with l<strong>in</strong>e<br />

departments, research <strong>in</strong>stitutions, State Agricultural Universities (SAUs) and Krishi Vigyan Kendras (KVKs) and<br />

impart technical tra<strong>in</strong><strong>in</strong>g on soil water conservation and production enhancement technologies to <strong>the</strong> Watershed<br />

Development Team (WDT). It was found that <strong>in</strong>itiatives were lack<strong>in</strong>g for <strong>the</strong> protection <strong>of</strong> newly renovated tanks<br />

and desilted dra<strong>in</strong>s, where it is absolutely essential to f<strong>in</strong>d ways <strong>of</strong> establish<strong>in</strong>g effective erosion-resist<strong>in</strong>g vegetative<br />

cover (grasses) over tank bunds, field bunds and desilted dra<strong>in</strong>s to protect <strong>the</strong>m from fur<strong>the</strong>r soil erosion. It is found<br />

that Self Help Groups promoted through NWDPRA is active <strong>in</strong>variably <strong>in</strong> all three states; however, many times <strong>the</strong>y<br />

were not focused on <strong>in</strong>come generation activities for improv<strong>in</strong>g <strong>the</strong> livelihoods <strong>of</strong> landless people.<br />

Demonstration plots on productivity enhancement technologies viz., new and improved crop varieties and <strong>in</strong>tegrated<br />

nutrient and pest management practices <strong>in</strong> watersheds needs to be <strong>in</strong>troduced to streng<strong>the</strong>n <strong>the</strong> farm production<br />

system. It was felt that exposure on productivity enhancement technologies was miss<strong>in</strong>g <strong>in</strong> all watersheds except<br />

two watersheds <strong>in</strong> Tamil Nadu. <strong>The</strong> evaluation team found that <strong>the</strong>re is greater scope for crop-livestock <strong>in</strong>tegration<br />

<strong>in</strong> <strong>the</strong> watersheds which may be encouraged by <strong>in</strong>troduc<strong>in</strong>g fodder components <strong>in</strong> <strong>the</strong> farm<strong>in</strong>g system.<br />

<strong>The</strong> evaluation team collected soil samples from <strong>the</strong> farmers’ fields <strong>in</strong> all <strong>the</strong> 16 watersheds, which showed that<br />

wide spread deficiencies <strong>of</strong> Nitrogen and Phosphorus <strong>in</strong> fields <strong>of</strong> Andhra Pradesh and Tamil Nadu while <strong>in</strong>variably<br />

Sulphur, Boron and Z<strong>in</strong>c were deficient <strong>in</strong> fields <strong>of</strong> Andhra Pradesh, Kerala and Tamil Nadu.<br />
