Specific Objectives:<br />

• Set up a content grid cover<strong>in</strong>g 10 participant SAU’s and ICAR <strong>in</strong>stitutions. <strong>The</strong> action will beg<strong>in</strong> locally at<br />

<strong>the</strong> participat<strong>in</strong>g <strong>in</strong>stitutions.<br />

• Streng<strong>the</strong>n support <strong>in</strong>frastructure such as web studio and LMS and LCMS <strong>in</strong> all <strong>the</strong> participant <strong>in</strong>stitutions.<br />

• Develop and validate 2000 hours <strong>of</strong> vocational ODL material, 500 hours <strong>of</strong> CE and equivalent <strong>of</strong> 1000<br />

hours <strong>of</strong> extension material.<br />

• Enable access to <strong>the</strong> grid from all <strong>the</strong> college campuses, field research stations, DL contact centers and<br />

KVK’s us<strong>in</strong>g standard <strong>in</strong>ternet connectivity.<br />

• Increase <strong>the</strong> enrollment <strong>in</strong> three years <strong>in</strong> ODL or extension engagement programs and <strong>in</strong>itiate action with a<br />

focus on br<strong>in</strong>g<strong>in</strong>g <strong>in</strong> more women learners.<br />

• Organise specially designed faculty capacity streng<strong>the</strong>n<strong>in</strong>g programs <strong>in</strong> deliver<strong>in</strong>g tech-mediated learn<strong>in</strong>g<br />

at various levels, and generate 500 hours equivalent onl<strong>in</strong>e learn<strong>in</strong>g material.<br />

• Develop a protocol to allow well-considered outsourc<strong>in</strong>g <strong>of</strong> adm<strong>in</strong>istrative and tech management work to<br />

capable agencies (pvt/govt)<br />

• Develop 10 IT-mediated rural <strong>in</strong>formation outreach centers per participat<strong>in</strong>g <strong>in</strong>stitute <strong>in</strong> partnership with<br />

CSC and Mission 2007 consortium and test <strong>in</strong>novative learn<strong>in</strong>g and knowledge shar<strong>in</strong>g processes with <strong>the</strong><br />

stakeholders through <strong>the</strong>m.<br />

Approach:<br />

• Practice <strong>of</strong> digital repositories <strong>of</strong> <strong>in</strong>formation and learn<strong>in</strong>g objects will be followed and global standards<br />

such as IMS will be adopted for ease <strong>of</strong> search and shar<strong>in</strong>g across <strong>the</strong> participat<strong>in</strong>g <strong>in</strong>stitutions.<br />

• <strong>The</strong> repositories will have tools to enable rapid customization <strong>of</strong> key <strong>in</strong>formation at any level, and to<br />

deliver such <strong>in</strong>formation <strong>in</strong> pr<strong>in</strong>t medium or similar o<strong>the</strong>rs. This will be <strong>the</strong> key aspect <strong>of</strong> deliver<strong>in</strong>g<br />

<strong>in</strong>formation to <strong>the</strong> rural learners and stakeholders <strong>in</strong> a context specific and relevant manner.<br />

• Streng<strong>the</strong>n<strong>in</strong>g <strong>of</strong> faculty capacity <strong>in</strong> production and validation <strong>of</strong> shareable e-content through onl<strong>in</strong>e and<br />

real-time sessions with relevant experts.<br />

• Enhanc<strong>in</strong>g <strong>the</strong> capacity <strong>of</strong> extension personnel <strong>in</strong> <strong>the</strong> use <strong>of</strong> onl<strong>in</strong>e learn<strong>in</strong>g and <strong>in</strong>formation objects us<strong>in</strong>g<br />

real-time and onl<strong>in</strong>e sessions<br />

• Capacity streng<strong>the</strong>n<strong>in</strong>g <strong>of</strong> ODL personnel <strong>in</strong> needs assessment, <strong>in</strong>structional design and monitor<strong>in</strong>g<br />

learners’ progress with support from doma<strong>in</strong> experts <strong>in</strong> ODL.<br />

• Rapid production <strong>of</strong> learn<strong>in</strong>g materials for use by mass media us<strong>in</strong>g <strong>the</strong> grid-l<strong>in</strong>ked repositories as <strong>the</strong><br />

source<br />

Outputs and Deliverables:<br />

• New diploma, license and certificate programs cover<strong>in</strong>g thousands <strong>of</strong> new rural and o<strong>the</strong>r learners.<br />

• Highly <strong>in</strong>tegrated access to learn<strong>in</strong>g and extension material cover<strong>in</strong>g different languages.<br />

• New cont<strong>in</strong>u<strong>in</strong>g education programs for teachers, agri-entrepreneurs, and extension personnel<br />

Outcome:<br />

• <strong>The</strong> knowledge grid will be a key contribution to fur<strong>the</strong>r streng<strong>the</strong>n<strong>in</strong>g agriculture extension services.<br />

• Significant improvement <strong>in</strong> local/rural capacity <strong>in</strong> <strong>in</strong>formation management leads to higher levels <strong>of</strong><br />

productivity, <strong>in</strong>come, improved access to <strong>the</strong> markets and better utilisation <strong>of</strong> public and citizen services at<br />

<strong>the</strong> local level.<br />

• Large scale reduction <strong>in</strong> <strong>the</strong> cost <strong>of</strong> production <strong>of</strong> development oriented education and <strong>in</strong>formation material<br />

because <strong>of</strong> cooperative content creation.<br />

• Unprecedented new opportunities for graduates <strong>in</strong> agriculture to provide knowledge-based services to a<br />

wide range <strong>of</strong> clients.<br />

• Rapid customization and localisation <strong>of</strong> generic content will be a key support <strong>in</strong> disaster preparedness<br />

• A reasonably sized cadre <strong>of</strong> leaders <strong>in</strong> <strong>in</strong>formation management at various levels start<strong>in</strong>g from <strong>the</strong> rural<br />

extend<strong>in</strong>g to <strong>the</strong> University.<br />

• New synergies built between IT resource organizations, SAU’s, extension agencies, media organizations<br />

and different national programs.<br />

• New aspects <strong>of</strong> knowledge management <strong>in</strong>volv<strong>in</strong>g PPP would emerge and will be valuable <strong>in</strong> o<strong>the</strong>r sectors<br />

<strong>in</strong> rural development.<br />
