important role as economic buffer to drought-<strong>in</strong>duced food deficits (Turner 2000) when animals are commonly sold<br />

and sale pr<strong>of</strong>its go <strong>in</strong>to purchase <strong>of</strong> gra<strong>in</strong>s for household consumption.<br />

This new project will identify livestock-based risk management and cop<strong>in</strong>g options to reduce vulnerability to<br />

climatic shocks, particularly drought, <strong>in</strong> pastoral and agro-pastoral systems <strong>of</strong> East and West Africa. In address<strong>in</strong>g<br />

this, it is necessary to ga<strong>in</strong> a better understand<strong>in</strong>g <strong>of</strong> <strong>the</strong> chang<strong>in</strong>g nature <strong>of</strong> vulnerability and how it is distributed<br />

socially (gender, age, wealth) and geographically (resource access, access to markets, climate). <strong>The</strong>re is also <strong>the</strong><br />

need to understand <strong>the</strong> exist<strong>in</strong>g ex-ante risk management and ex-post cop<strong>in</strong>g strategies that pastoral/agro-pastoral<br />

households use to manage climatic shocks. A key factor that determ<strong>in</strong>es <strong>the</strong> degree <strong>of</strong> vulnerability to shocks <strong>in</strong><br />

pastoral and agro-pastoral systems is <strong>the</strong>ir natural resource base, especially forage and water. <strong>The</strong>re is <strong>the</strong>refore <strong>the</strong><br />

need to analyze <strong>the</strong> evolution <strong>of</strong> <strong>the</strong> natural resources and <strong>the</strong> effect on livestock management, for <strong>in</strong>stance livestock<br />

movement <strong>in</strong> response to droughts.<br />

i. Project purpose<br />

<strong>The</strong> purpose <strong>of</strong> this project is to identify <strong>in</strong>tervention options (technical, policy, and <strong>in</strong>stitutional) that reduce <strong>the</strong><br />

vulnerability <strong>of</strong> livestock keepers and/or communities dependent on livestock for <strong>the</strong>ir livelihoods to climatic<br />

shocks, particularly droughts, <strong>in</strong> pastoral and agro-pastoral systems <strong>in</strong> East and West Africa and <strong>the</strong> vulnerability <strong>of</strong><br />

livestock to shocks. This purpose addresses <strong>the</strong> need to reduce vulnerability <strong>of</strong> both <strong>the</strong> pastoralists/agro-pastoralists<br />

and <strong>the</strong>ir livestock to droughts (secur<strong>in</strong>g livestock assets). Secur<strong>in</strong>g livestock assets is important <strong>in</strong> view <strong>of</strong> <strong>the</strong> roles<br />

<strong>the</strong>y play <strong>in</strong> drought mitigation and cop<strong>in</strong>g strategies <strong>in</strong> pastoral and agro-pastoral systems.<br />

ii. Outputs<br />

1. A syn<strong>the</strong>sis <strong>of</strong> <strong>the</strong> best available knowledge on <strong>the</strong> chang<strong>in</strong>g nature <strong>of</strong> pastoralism and agro-pastoralism as a result<br />

<strong>of</strong> climate change, especially drought <strong>in</strong> East and West Africa, based on scientific and <strong>in</strong>digenous knowledge<br />

prepared.<br />

2. Understand<strong>in</strong>g <strong>of</strong> <strong>the</strong> chang<strong>in</strong>g nature <strong>in</strong> <strong>the</strong> vulnerability <strong>of</strong> pastoralists/agro-pastoralists to droughts <strong>in</strong> East and<br />

West Africa improved.<br />

3. Livestock-based risk management and cop<strong>in</strong>g options to reduce vulnerability <strong>of</strong> pastoralists/agro-pastoralists to<br />

droughts <strong>in</strong> East and West Africa and potential policy options identified.<br />

iii. Users and beneficiaries<br />

Users and beneficiaries <strong>of</strong> project outputs <strong>in</strong>clude poor pastoralist and agropastoralist producers and associations<br />

(e.g. AREN <strong>in</strong> Niger; KILA, RECONCILE <strong>in</strong> Kenya); NGOs especially those that work with pastoral and agropastoral<br />

societies, manage micro-loan and rural ga<strong>in</strong>/livestock banks, provide emergency relief (e.g. Veter<strong>in</strong>aire<br />

Sans Frontieres (VSF), Care International, ActionAid International), donor organizations (World Food Programme,<br />

Food and Agriculture Organization), researchers and policy makers.<br />
