social capital <strong>in</strong> <strong>the</strong> nexus <strong>of</strong> technology exchange/<strong>in</strong>terventions presents both substantial challenges and<br />

opportunities to understand <strong>the</strong> complex gender relationships.<br />

Social networks – sociological and <strong>the</strong>oretical perspectives<br />

<strong>The</strong> needs <strong>of</strong> different populations (whe<strong>the</strong>r def<strong>in</strong>ed by gender, age, ethnicity, or some o<strong>the</strong>r criterion) <strong>in</strong> areas<br />

such as agriculture, health, employment, and education are not exactly <strong>the</strong> same, and policy <strong>in</strong>terventions<br />

developed to meet <strong>the</strong>se needs are <strong>the</strong> most effective when <strong>the</strong>y are sensitive to, and <strong>in</strong>corporate, <strong>the</strong> values and<br />

aspirations <strong>of</strong> a target population. This requires that policy be based on an accurate understand<strong>in</strong>g <strong>of</strong> <strong>the</strong> ways <strong>in</strong><br />

which <strong>the</strong> cultural (<strong>in</strong> <strong>the</strong> broadest sense) characteristics <strong>of</strong> a particular population <strong>in</strong>fluence <strong>the</strong> relationships<br />

that its members have with o<strong>the</strong>r fields or doma<strong>in</strong>s with<strong>in</strong> <strong>the</strong> wider society. <strong>The</strong> study <strong>of</strong> social networks is<br />

important s<strong>in</strong>ce it helps us to better understand how and why we <strong>in</strong>teract with each o<strong>the</strong>r, as well as how<br />

technology can alter this <strong>in</strong>teraction.<br />

From <strong>the</strong> review <strong>of</strong> literature it can be summarized that while some <strong>the</strong>orists looked at social networks as an<br />

explanation <strong>of</strong> how norm consensus and norm directed behavior was achieved, <strong>the</strong> o<strong>the</strong>rs saw pr<strong>of</strong>itmaximization<br />

as <strong>the</strong> goal <strong>of</strong> <strong>in</strong>dividual actors while <strong>in</strong>teract<strong>in</strong>g with o<strong>the</strong>rs.<br />

Essentially, network analysis focuses on patterns <strong>of</strong> relations between actors. Both relations and actors can be<br />

def<strong>in</strong>ed <strong>in</strong> many ways, depend<strong>in</strong>g on <strong>the</strong> substantive area <strong>of</strong> <strong>in</strong>quiry. For example, network analysis has been<br />

used to study <strong>the</strong> structure <strong>of</strong> affective l<strong>in</strong>ks between persons, flows <strong>of</strong> commodities between organizations,<br />

shared members between social movement organizations, and shared needles between drug users. What is<br />

central is an emphasis on <strong>the</strong> structure <strong>of</strong> relationships, which serves to l<strong>in</strong>k micro- and macro-level processes.<br />

Social network analysis has emerged as a key technique <strong>in</strong> modern sociology, anthropology, social psychology<br />

and organizational studies, as well as a popular topic <strong>of</strong> speculation and study. Though network analysis is an<br />

<strong>in</strong>terdiscipl<strong>in</strong>ary endeavor, its roots can be found <strong>in</strong> classical anthropology and sociology. Research <strong>in</strong> a number<br />

<strong>of</strong> academic fields have demonstrated that social networks operate on many levels, from families up to <strong>the</strong> level<br />

<strong>of</strong> nations, and play a critical role <strong>in</strong> determ<strong>in</strong><strong>in</strong>g <strong>the</strong> way problems are solved, organizations are run, and <strong>the</strong><br />

degree to which <strong>in</strong>dividuals succeed <strong>in</strong> achiev<strong>in</strong>g <strong>the</strong>ir goals.<br />

Social networks and safety nets: village-level perspectives (Asia)<br />

<strong>The</strong> study on social networks us<strong>in</strong>g <strong>the</strong> VLS commenced <strong>in</strong> 2005. Village level pilot surveys were conducted <strong>in</strong><br />

four villages <strong>of</strong> Aurepalle, Dokur, Shirapur and Kanzara villages to elicit <strong>in</strong>formation on <strong>the</strong> social groups and<br />

networks exist<strong>in</strong>g <strong>in</strong> <strong>the</strong> village. <strong>The</strong> questionnaires implemented were on social networks with emphasis on<br />

exist<strong>in</strong>g village organizations and development activities <strong>in</strong> <strong>the</strong> village <strong>in</strong>clud<strong>in</strong>g <strong>the</strong> beneficiaries <strong>of</strong> <strong>the</strong>se<br />

activities. Complementary <strong>in</strong>formal discussions and focus group meet<strong>in</strong>gs revealed that if social networks are to<br />

be <strong>success</strong>fully harnessed to implement policy or alter exist<strong>in</strong>g behaviour <strong>of</strong> members with<strong>in</strong> <strong>the</strong> network, <strong>the</strong>n<br />

it is important to understand <strong>the</strong> dynamics <strong>of</strong> <strong>the</strong> uptake <strong>of</strong> <strong>the</strong> new products and activities. Household level or<br />

<strong>in</strong>dividual level questionnaires were also piloted for a more <strong>in</strong>-depth <strong>in</strong>quiry on membership <strong>in</strong> organizations,<br />

credit, support and share cropp<strong>in</strong>g networks, <strong>in</strong>formation networks, <strong>in</strong>come transfers and collective action and<br />

exclusion. It was noted that analysis <strong>of</strong> <strong>the</strong> network architecture and l<strong>in</strong>kages among public programmes and<br />

<strong>in</strong>formal networks need fur<strong>the</strong>r <strong>in</strong>quiry to ga<strong>in</strong> more complete understand<strong>in</strong>g <strong>of</strong> how social networks may help<br />

or h<strong>in</strong>der policy <strong>in</strong>terventions and change.<br />
