<strong>The</strong> important conditions for people’s participation were related to (i) demand-driven watershed programs ra<strong>the</strong>r<br />

than supply-driven ones, (ii) <strong>in</strong>volvement <strong>of</strong> all stakeholders (<strong>in</strong>clud<strong>in</strong>g women and landless labor) <strong>in</strong> program<br />

implementation and monitor<strong>in</strong>g, (iii) decentralization <strong>of</strong> <strong>the</strong> decision mak<strong>in</strong>g process, (iv) <strong>in</strong>volvement <strong>of</strong> elected<br />

representatives and Panchayat Raj <strong>in</strong>stitutions, (v) commensurate benefits <strong>of</strong> all stakeholders with <strong>the</strong>ir cost and (vi)<br />

establish<strong>in</strong>g effective l<strong>in</strong>kages between watershed <strong>in</strong>stitutions and o<strong>the</strong>r <strong>in</strong>stitutions such as <strong>the</strong> credit sector, <strong>in</strong>put<br />

delivery system and technology transfer mechanism.<br />

Watershed programs are one <strong>of</strong> <strong>the</strong> most important ways <strong>of</strong> br<strong>in</strong>g<strong>in</strong>g about socioeconomic change <strong>in</strong> <strong>the</strong> ra<strong>in</strong>fed<br />

system. In some regions, it has revolutionized agriculture and <strong>the</strong> allied sector through various technological<br />

<strong>in</strong>terventions, particularly soil & water conservation and crop diversification. <strong>The</strong> watershed program <strong>of</strong>fers<br />

location-specific technologies and has overwhelm<strong>in</strong>g policy and political support. However, a major obstacle <strong>in</strong> <strong>the</strong><br />

atta<strong>in</strong>ment <strong>of</strong> its potential benefits is <strong>the</strong> lack <strong>of</strong> appropriate <strong>in</strong>stitutional arrangements for technical backstopp<strong>in</strong>g<br />

and capacity build<strong>in</strong>g for stakeholders. Efforts to encourage stakeholders to voluntarily participate would susta<strong>in</strong><br />
