Clearly it will take some more seasons to judge <strong>the</strong> strength <strong>of</strong> <strong>the</strong> research-farmer-<strong>in</strong>dustry coalition. But if that<br />

proves susta<strong>in</strong>able, be<strong>in</strong>g generic <strong>in</strong> nature this ‘coalition approach’ can suitably be adapted to o<strong>the</strong>r crops and<br />

<strong>in</strong> o<strong>the</strong>r places, where market l<strong>in</strong>kage is constra<strong>in</strong><strong>in</strong>g crop production.<br />

L<strong>in</strong>k<strong>in</strong>g small scale sorghum and pearl millet producers to processors through <strong>in</strong>novative market l<strong>in</strong>kage<br />

models (Asia)<br />

Purpose: <strong>The</strong> CFC project titled “Enhanced utilization <strong>of</strong> sorghum and pearl millet gra<strong>in</strong>s <strong>in</strong> <strong>the</strong> poultry feed<br />

<strong>in</strong>dustry to improve livelihoods <strong>of</strong> small-scale farmers <strong>in</strong> Asia” aims at improv<strong>in</strong>g <strong>the</strong> livelihood <strong>of</strong> farmers <strong>of</strong><br />

coarse cereals <strong>in</strong> designated clusters <strong>of</strong> villages <strong>in</strong> Maharasthra and Andhra Pradesh states <strong>of</strong> India besides<br />

hav<strong>in</strong>g its operations <strong>in</strong> Ch<strong>in</strong>a and Thailand by <strong>in</strong>creas<strong>in</strong>g <strong>the</strong>ir farm <strong>in</strong>come by 15% <strong>in</strong> three years. <strong>The</strong> role <strong>of</strong><br />

sav<strong>in</strong>gs <strong>in</strong> market<strong>in</strong>g costs and <strong>in</strong>crease <strong>in</strong> farm <strong>in</strong>comes has been considered to be important besides <strong>in</strong>creas<strong>in</strong>g<br />

productivity for enhanced <strong>in</strong>come <strong>of</strong> farmers.<br />

Background: Presently <strong>the</strong> farmers <strong>in</strong> <strong>the</strong> project area are follow<strong>in</strong>g <strong>the</strong> traditional supply cha<strong>in</strong> for sale <strong>of</strong><br />

sorghum and pearl millet where <strong>the</strong> produce moves through a series <strong>of</strong> <strong>in</strong>termediaries who add cost at each<br />

<strong>success</strong>ive step <strong>in</strong> <strong>the</strong> cha<strong>in</strong>. <strong>The</strong> cha<strong>in</strong> has <strong>in</strong>corporated many deficiencies and has become <strong>in</strong>efficient <strong>in</strong> course<br />

<strong>of</strong> time. Several <strong>in</strong>novations <strong>in</strong> supply cha<strong>in</strong> <strong>of</strong> <strong>in</strong>dustrial products such as maize, cotton and barley are <strong>the</strong> result<br />

<strong>of</strong> ei<strong>the</strong>r farmers unit<strong>in</strong>g <strong>the</strong>mselves as co-operative unions to empower <strong>the</strong>mselves or corporate <strong>in</strong>tervention for<br />

procur<strong>in</strong>g <strong>the</strong>ir raw materials. <strong>The</strong>re are many benefits for farmers as well as corporate sector <strong>in</strong> supply cha<strong>in</strong><br />

<strong>in</strong>novations. <strong>The</strong> farmer gets assured price, technical guidance and improved access to <strong>in</strong>puts and credit while<br />

<strong>the</strong> corporate sector gets assured supply <strong>of</strong> superior quality raw material.<br />

Results: Draw<strong>in</strong>g <strong>in</strong>sights from various supply cha<strong>in</strong> <strong>in</strong>novations and <strong>the</strong> features associated with market<strong>in</strong>g <strong>of</strong><br />

sorghum and pearl millet for poultry feed, “bulk market<strong>in</strong>g” has been suggested as <strong>the</strong> best supply cha<strong>in</strong><br />

modification to be implemented <strong>in</strong> project areas for promot<strong>in</strong>g sorghum and pearl millet for poultry feed.<br />

Besides <strong>in</strong>creas<strong>in</strong>g <strong>the</strong> barga<strong>in</strong><strong>in</strong>g capacity <strong>of</strong> farmers <strong>the</strong> advantages <strong>of</strong> bulk storage and market<strong>in</strong>g arise from<br />

seasonal <strong>in</strong>crease <strong>in</strong> prices <strong>of</strong> coarse cereals as well as ability to cater to o<strong>the</strong>r <strong>in</strong>dustrial sectors (alcohol,<br />

breweries, starch etc.) now dom<strong>in</strong>ated by alternative cereals. Hence effective storage management along with<br />

market <strong>in</strong>telligence to make sales decisions will be an important component <strong>of</strong> bulk market<strong>in</strong>g.<br />

Bulk market<strong>in</strong>g refers to <strong>the</strong> process <strong>of</strong> sell<strong>in</strong>g bulked produce directly to <strong>the</strong> bulk buyer (processor) <strong>in</strong> order to<br />

m<strong>in</strong>imize transaction cost and realize mutually beneficial price (for both <strong>the</strong> buyer and <strong>the</strong> seller). Under <strong>the</strong><br />

conventional agricultural supply cha<strong>in</strong> farmers sell <strong>the</strong>ir produce <strong>in</strong> <strong>the</strong> markets through commission agents.<br />

Product gets exchanged between many hands before reach<strong>in</strong>g <strong>the</strong> f<strong>in</strong>al consumer.<br />

<strong>The</strong> modified supply cha<strong>in</strong> generated from <strong>the</strong> bulk market<strong>in</strong>g elim<strong>in</strong>ates <strong>the</strong> drawbacks <strong>of</strong> <strong>the</strong> conventional<br />

supply cha<strong>in</strong> and makes <strong>the</strong> market perfect for both <strong>the</strong> farmers and <strong>the</strong> buyer. <strong>The</strong> supply cha<strong>in</strong> generated out<br />

<strong>of</strong> bulk market<strong>in</strong>g elim<strong>in</strong>ates many conventional middlemen by directly l<strong>in</strong>k<strong>in</strong>g <strong>the</strong> farmers with <strong>the</strong> processors<br />

or <strong>the</strong> bulk buyers. S<strong>in</strong>ce <strong>the</strong> farmers get united, <strong>the</strong>ir requirement <strong>of</strong> <strong>in</strong>puts is also <strong>in</strong> bulk and <strong>the</strong>y get l<strong>in</strong>ked<br />

with <strong>the</strong> <strong>in</strong>put dealer. This ensures supply <strong>of</strong> quality <strong>in</strong>puts at reasonable prices. <strong>The</strong> <strong>in</strong>put dealers also save <strong>the</strong><br />

money spent on distribution and publicity. This benefit <strong>of</strong> reduced costs is passed on to <strong>the</strong> farmers. Bulk<strong>in</strong>g <strong>of</strong><br />

produce creates collateral security for <strong>the</strong> farmers’ produce aga<strong>in</strong>st which <strong>the</strong> banks can extend loans. This<br />

prevents exploitation <strong>of</strong> <strong>the</strong> moneylenders. <strong>The</strong> source <strong>of</strong> <strong>in</strong>formation also gets enhanced, as <strong>the</strong> farmers are able<br />

to get <strong>the</strong> first hand <strong>in</strong>formation on market prices and quality <strong>of</strong> produce from <strong>the</strong> ultimate buyers.<br />

This enhanced supply cha<strong>in</strong> provides tremendous scope for l<strong>in</strong>k<strong>in</strong>g <strong>the</strong> buyers with <strong>the</strong> farmers. As bulk<br />

market<strong>in</strong>g ensures assured supply <strong>of</strong> quality produce at reasonable rates, buyers come <strong>in</strong> direct contact with <strong>the</strong><br />

farmers and give <strong>the</strong>ir quality requirements for <strong>the</strong> produce which <strong>the</strong> farmers tries to ma<strong>in</strong>ta<strong>in</strong>. As <strong>the</strong><br />

<strong>in</strong>volvement <strong>of</strong> middlemen is elim<strong>in</strong>ated <strong>the</strong> transaction costs are cut down pav<strong>in</strong>g way for better pr<strong>of</strong>its to <strong>the</strong><br />

buyers. <strong>The</strong> benefits <strong>of</strong> bulk market<strong>in</strong>g would directly come to farmers and result <strong>in</strong> enhanc<strong>in</strong>g <strong>the</strong>ir <strong>in</strong>come,<br />

<strong>the</strong>reby fulfill<strong>in</strong>g <strong>the</strong> goal <strong>of</strong> <strong>in</strong>creas<strong>in</strong>g <strong>in</strong>come <strong>of</strong> small-scale sorghum and pearl millet farmers. It is suggested<br />

that <strong>the</strong> local arhatiyas (commission agents) and <strong>the</strong> brokers should be made a part <strong>of</strong> <strong>the</strong> modified cha<strong>in</strong> <strong>in</strong> <strong>the</strong><br />
