Dear Eliot:<br />

During the 2009-2011 round of Coalition insurance negotiations, the Coalition brought to the<br />

bargaining table a proposal which was intended to clarify when bargaining unit representatives<br />

would be considered on State time while attending and participating in Joint Labor-<strong>Management</strong><br />

(JLM) on Health Plan meetings. This letter is to confirm our understanding of how we will address<br />

this matter for future JLM on HP meetings.<br />

It was agreed that each bargaining unit will be entitled to have one state employee designated as<br />

their unit representative for these meetings. The Employer requests that the Exclusive<br />

Representatives will notify the State Negotiator’s office as to who has been designated for this<br />

committee. In turn, the State Negotiator’s office will notify the respective agency to ensure the<br />

designated union representative will be released from work in order to attend the meeting.<br />

Generally, the JLM meetings have been scheduled for half days and it is our understanding that<br />

the state-paid time will be limited to the half-day. In the event that we determine that a full day JLM<br />

meeting is necessary, the designated bargaining unit representative will be allowed the additional<br />

state paid hours.<br />

It is our understanding that all communications with respect to the JLM matters will be sent to the<br />

Exclusive Representatives and it is the responsibility of the Exclusive Representative to ensure<br />

that their bargaining unit representatives are advised of JLM matters.<br />
