ARTICLE 25 - UNION RIGHTS<br />

Section 1. Union Activities. With advance notice to the employee's immediate supervisor, the<br />

Appointing Authority agrees that during working hours, on the Appointing Authority's premises, and<br />

without loss of pay, the Local Union President or designated Union Representative shall be<br />

allowed reasonable time which does not unduly interfere with their normal duties to: post Union<br />

notices and announcements; transmit communications authorized by the Local Union or its Officers<br />

to the Employer or his/her representative; or consult with the Employer, his/her representatives,<br />

Local Union Officers, or other Union Representatives, concerning enforcement of any provisions of<br />

this Agreement.<br />

See Article 10 for unpaid Union Leave provisions.<br />

The Local Union shall be provided a reasonable amount of time at formal orientation programs to<br />

distribute the contract and steward list to new employees.<br />

Section 2. Employee Bulletin Boards. The Appointing Authority shall furnish and maintain<br />

adequate bulletin board space in convenient places in the work areas to be used exclusively by the<br />

Union for posting pertinent Union information. It is specifically understood that posted materials<br />

shall not advocate any course of action contrary to the provisions of this Agreement nor shall it<br />

contain material of a partisan political or inflammatory nature.<br />

ARTICLE 26 - SAVINGS CLAUSE<br />

This Agreement is intended to be in conformity with all applicable and valid federal and state laws<br />

and those rules or regulations promulgated thereunder having the force and effect of law which are<br />

in effect on the effective date of this Agreement. Should any Article, Section, or portion thereof of<br />

this Agreement be held unlawful and unenforceable, such decision shall apply only to the specific<br />

Article, Section, or portion thereof directly specified in the decision, and all other valid provisions<br />

shall remain in full force and effect.<br />

Should the implementation of any provision or portion of this Agreement be delayed or withheld<br />

because of an applicable federal law, Executive Order, or regulation regarding wage and price<br />

controls, only such specific provision or portion shall be affected and the remainder of this<br />

Agreement shall continue in full force and effect. Any portion or provisions of this Agreement thus<br />

delayed or withheld shall become effective and be implemented at such time, in such amounts,<br />

and for such periods, retroactively and prospectively, as will be permitted by law at any time during<br />

the term of this Agreement or any extension thereof.<br />

ARTICLE 27 - HOUSING<br />

Section 1. Rental Rates. Any employee who is required by the Appointing Authority to live in a<br />

State owned residence as a condition of employment shall not be required to pay rent for the<br />

dwelling. Any employee who is not required by the Appointing Authority to live in a State owned<br />

residence as a condition of employment shall pay a fair rental rate established by the Appointing<br />

Authority for the dwelling.<br />

In the event the Appointing Authority no longer requires an employee to live in a State owned<br />

residence as a condition of employment, the employee will be given a reasonable period of time of<br />

not less than six (6) months in which to find alternate housing if the employee so decides.<br />

However, the six (6) month time period shall not apply in the following situations:<br />
