Article 4<br />

Vacation Leave<br />

Article 8, Section 3, Vacation Period, of the Master Agreement shall be modified as follows:<br />

Requests for a vacation period of less than forty (40) consecutive hours, including holidays and<br />

weekends, may be submitted no more than ninety (90) days in advance of the request.<br />

Article 5<br />

Vacancies, Filling of Positions<br />

Article 12, Section 4 (D), of the Master Agreement shall be modified as follows:<br />

All Divisions:<br />

The Appointing Authority may temporarily reassign any employee to another work area, off-site<br />

location, and/or shift, for six (6) consecutive months or less.<br />

Article 12, Section 7, Filling of Positions, of the Master Agreement shall be modified as follows:<br />

MN.IT Services:<br />

Employees who accept a transfer into EDP Operations Technician 2 positions with Production<br />

Control/Staging and Computer Operations options from EDP Operations Technician 2 positions<br />

without options or with other options will be required to serve a six (6)-month probationary period<br />

on transfer. Upon acceptance of the position, the employee shall be provided with a checklist of all<br />

items on which he/she will be evaluated. An evaluation shall be conducted at three (3) months and<br />

six (6) months. At the completion of the probationary period, the employee must demonstrate<br />

proficiency in each area specified by management, including the ability to communicate with<br />

customers and co-workers. If at the end of the probationary period the employee does not<br />

demonstrate sufficient knowledge of production control, current contract language for noncertification<br />

shall apply.<br />

Article 6<br />

Attendance at Union Meetings<br />

The provisions of the Master agreement shall be supplemented and/or modified as follows:<br />

Employees may be permitted to adjust their hours of work to permit travel time necessary to attend<br />

regular monthly Local and Executive Board meetings of the Local Union. Such adjustments shall<br />

be of reasonable duration, not to exceed two (2) hours and shall be at the beginning of the shift.<br />

Employees who desire to make these adjustments must request and be granted approval from<br />

their immediate supervisor or other Appointing Authority designee in advance of the meeting date.<br />

Requests shall show the hours of release time requested. Approval of these requests shall not be<br />

unreasonably withheld. The Appointing Authority reserves the right to rescind this approval in the<br />

event of emergency or other unusual conditions, or to maintain adequate staffing the day of the<br />

meeting.<br />

Employees shall receive no compensation for time spent in such travel, but may utilize vacation<br />

leave, compensatory overtime hours, or work extra hours, within the same payroll period, if work is<br />

available, to prevent a loss of earnings.<br />

In the event work is available and an employee is authorized to work extra hours to offset time<br />

spent in travel to union meetings, the Appointing Authority shall have no liability for overtime hours<br />

or pay until the employee has worked an amount of time outside his/her regular shift which is equal<br />

to the amount of release time requested and used.<br />
