MINNESOTA STATE RETIREMENT SYSTEM<br />

Article 1<br />

Purpose<br />

The purpose of this Supplemental Agreement is to establish a voluntary flex-time program for<br />

employees of the work units within MSRS.<br />

Article 2<br />

Flex-Time Schedule Request<br />

The flex-time schedule is based on forty (40) hour work week over a two (2) week eighty (80) hour<br />

payroll period.<br />

Within the above prescribed parameters, the flex-time program shall allow an employee to request<br />

modification of his/her current work schedule according to any one of the following schedules:<br />

A. Eight (8) consecutive hours of work for each of five days in a work week.<br />

B. Eight and one-half (8 1/2) consecutive hours of work for four (4) work days and six (6)<br />

consecutive hours of work on any day each work week, with two (2) consecutive hours off on<br />

the same day as the six (6) consecutive hours of work day during each forty (40) hour work<br />

week consistent with the pay period of Wednesday through Tuesday.<br />

C. Nine (9) consecutive hours of work for eight (8) days, one (1) day of eight (8) consecutive hours<br />

of work, plus one (1) day off during eighty (80) hour payroll period.<br />

Consecutive hours of work shall exclude the normal unpaid lunch period during the work week.<br />

For employees choosing schedule "C", the "work week" is defined to begin four (4) hours into<br />

the shift on the eight (8) hour work day and end exactly one calendar week later. Employees<br />

choosing this schedule must take the same day of the week off that they work the eight hours<br />

the previous week. For employees choosing schedule "A" or "B", the work week runs from<br />

Wednesday through Tuesday.<br />

An employee may request to change his/her flex-time schedule by providing a fourteen (14)<br />

calendar day written notice to the immediate supervisor. Approved changes in schedule will<br />

take place on the first day of the pay period following the fourteen (14) day notice period as<br />

long as the change is approved by the supervisor. A supervisor may waive the fourteen (14)<br />

day notice at the request of the employee, provided that the employee waives the right to any<br />

overtime compensation not required by federal law.<br />

Article 3<br />

Review of Requests<br />

<strong>Management</strong> retains the responsibility for denying or terminating individual flex-time schedules<br />

where they adversely affect the operation of the unit. Flex-time must not interfere with the unit<br />

operations during the normal office hours of Monday through Friday. Further, management may<br />

exclude any employee or group of employees if flex-time would cause MSRS to incur additional<br />

costs, be disruptive to the operation of the unit or result in reduced service to the public.<br />
