Promotion - The upward movement of an employee to a class which has a salary range maximum<br />

that is two or more salary steps higher than the maximum of the current class or which requires an<br />

increase of two (2) or more steps to pay the employee at the minimum of the new range.<br />

Provisional Appointment - An appointment authorized when no fully-qualified person is suitable<br />

or available for appointment. Appointment may not normally exceed 12 months. Person must be<br />

qualified in all respects except for completion of a licensure or certification requirement.<br />

Qualified - For the purpose of position qualifications, qualified means the employee has the jobrelated<br />

knowledge, skills and abilities required for initial appointment to the position and necessary<br />

for satisfactory performance of the job. See also Appendix P.<br />

Reallocation - See Article 12, Section 9.<br />

Reclassification - Change in the allocation of a position to a higher, lower or equivalent class.<br />

Recomparison - A change in the classification to which a vacant or occupied position in the<br />

unclassified service is compared (allocated). The new job class may be higher, lower, or equal, but<br />

the position and incumbent, if any, remain unclassified.<br />

Re-instatement - The rehire of a former or current permanent or probationary classified state<br />

employee, into a vacancy in a previously held class, within four years of separation from the class.<br />

Related Classes - As determined by <strong>Minnesota</strong> <strong>Management</strong> & <strong>Budget</strong> or Appointing Authority,<br />

those classes which are similar in nature and character of work performed and which require<br />

similar qualifications. See Article 4, Section 1E.<br />

Resumix – The software currently used by the State as an applicant tracking database, a source<br />

for recruiting both internal and external candidates for State jobs, and as a selection tool to be<br />

used as part of the hiring process.<br />

Routine Service – Routine Service Positions are as defined in Minn. Stat. § 43A.15, Subd. 10.<br />

Seniority Unit - Defines the area in which an employee may bid and from which an employee is<br />

laid off. See Appendix G.<br />

Seniority Unit Layoff List - See Article 15, Sec. 3H (1).<br />

Short Term Disability - See Article 19, Sec. 7B.<br />

State Seniority - See Article 4, Sec. 1A.<br />

Student Worker - Students in secondary, post-secondary and graduate study who are employed<br />

in the unclassified service to assist them in reaching identifiable educational goals. Appointment<br />

may be up to 36 months in duration.<br />

Tennessen Warning - An explanation provided under M.S. 13.04 of the Data Practices Act when<br />

someone is asked to supply private or confidential data to a state agency. The warning must<br />

identify: (a) the purpose and intended use of the data; (b) whether the individual may refuse or is<br />

legally required to supply the requested data; (c) any consequence arising from supplying/refusing<br />

to supply the data; and (d) the identity of persons authorized by law to receive the data.<br />
