Article 1<br />

Attendance at Union Meetings<br />

The provisions of the Master Agreement shall be supplemented and/or modified as follows:<br />

Employees may be permitted to adjust their hours or work to permit their attendance at regular<br />

monthly meetings of the Local Union. Such adjustments shall be of reasonable duration, not to<br />

exceed one (1) hour.<br />

Employees who desire to make these adjustments must request prior approval from their<br />

supervisor or other Appointing Authority designee five (5) calendar days in advance of the meeting<br />

date. Requests shall include an indication of the length of release time requested. Approval of<br />

these requests will not be unreasonably withheld. The Appointing Authority reserves the right to<br />

rescind this approval in the event of emergency or other unusual conditions, or to maintain<br />

adequate staffing during the time of the meeting. Employees shall receive no compensation for<br />

time spent at Union meetings, but may utilize vacation leave or work extra hours, within five (5)<br />

working days, if work is available, to prevent a loss of earnings.<br />

In the event work is available and an employee elects to work extra hours to offset time spent at<br />

Union meetings, the Appointing Authority shall have no liability for overtime hours of pay until the<br />

employee has worked an amount of time outside his/her regular shift which is equal to the amount<br />

of time spent at a Union meeting.<br />

Article 2<br />

Bidding<br />

The provisions of Article 12, Section 6 of the Master Agreement shall be supplemented and/or<br />

modified as follows: In the event a vacancy occurs within the <strong>AFSCME</strong> bargaining units, that<br />

position shall be posted and filled according to Article 12 of the <strong>AFSCME</strong> Agreement, and shall be<br />

open for bids from all eligible employees within that classification within the <strong>Minnesota</strong> Department<br />

of Education excluding the Residential Academies.<br />

DEPARTMENT OF EMPLOYMENT AND ECONOMIC DEVELOPMENT<br />

Article 1<br />

Article 15, Section 3C of the Master Agreement shall be supplemented and/or modified as follows:<br />

Layoff Notification<br />

Layoffs which are necessary shall be on the basis of inverse Classification Seniority (Units 2, 3 and<br />

7) or State Seniority (Unit 6) within employment condition, seniority unit, and work location. The<br />

Appointing Authority shall send a layoff notice to the employee with the least Classification<br />

Seniority in the same class (or class option), employment condition, shift and seniority unit within<br />

the work location of the position to be eliminated. Work locations for this Article are listed in<br />

Appendix A of this Supplement.<br />

The balance of the layoff procedure shall be accomplished in accordance with the Master<br />

Agreement beginning at Article 15, Section 3D1b.<br />
