Article 7<br />

Meet and Confer<br />

The parties agree to meet and confer on issues that arise during the term of the Agreement.<br />

MINNESOTA STATE COLLEGES AND UNIVERSITIES<br />

The following supplements and/or modifies the Master <strong>Contract</strong>.<br />

Part 1. All MnSCU<br />

1. Student Workers. No employee shall be laid off or demoted due to the utilization of student<br />

workers.<br />

2. Parking. The Employer agrees that all policies and fees relating to employee parking on<br />

campus and Board office facilities shall be uniform for faculty and all other personnel on each<br />

campus. On campuses which have a parking committee, the Local Union shall designate a<br />

representative to the committee.<br />

3. MnSCU Labor-<strong>Management</strong> Committee Representatives. Article 31, Section 3, of the<br />

Master Agreement shall be supplemented and/or modified as follows:<br />

The MnSCU Labor-<strong>Management</strong> Committee shall be composed of no more than nine (9)<br />

representatives each from management and from the local unions. No more than two (2) local<br />

union representatives from each campus shall be released without loss of pay.<br />

In addition to the issues regularly discussed at the local Labor-<strong>Management</strong> meetings, the local<br />

Labor <strong>Management</strong> committee shall discuss: the Employer’s use of student workers, the<br />

institution’s academic calendar and summer appointment of seasonal employees.<br />

4. MnSCU Safety Committee. A statewide Safety Committee shall be composed of no more<br />

than seven (7) representatives each from management and from the local unions. The<br />

committee shall address issues of campus safety plans, campus emergency plans, safety<br />

training, and other safety-related issues.<br />

5. Safety Committee Minutes. Each campus safety committee chair shall distribute copies of<br />

their safety meeting minutes to the MnSCU Safety Officer and to the Local Union Presidents.<br />

6. Seasonal Extensions. Article 15, Section 4, of the Master Agreement shall be supplemented<br />

and/or modified as follows:<br />

The Appointing Authority may assign work after the normal season ends or before the season<br />

begins based on program requirements rather than seniority, such assignment(s) not to exceed<br />

a total of four (4) weeks. When the assignment(s) exceeds the four (4) week total, it shall be<br />

made in accordance with the Master Agreement. The above provision supplementing and/or<br />

modifying Article 15, Section 4, shall not apply to State Universities and the Board Office.<br />

7. Tuition Waiver. There shall be available to employees of the MnSCU System, a tuition waiver<br />

as set forth below.<br />

Employees shall have the choice to participate or not. The parties agree that should the Union<br />

attempt to expand this waiver beyond employees of the MnSCU System, the waiver shall<br />

immediately cease.<br />
