Section 6. Special Expenses. When prior approval has been granted by an Appointing<br />

Authority, special expenses, such as registration or conference fees, banquet tickets, or meals,<br />

incurred as a result of State business, shall also be reimbursed.<br />

Section 7. Payment of Expenses. The Appointing Authority shall advance the estimated cost of<br />

travel expenses where the anticipated expenses total at least fifty dollars ($50.00), provided the<br />

employee makes such a request a reasonable period of time in advance of the travel date.<br />

Employees may request a State issued credit card. If the employee receives such a card, the<br />

Appointing Authority and the employee may mutually agree to use the card in place of the<br />

advance. Reimbursements shall be made within the payroll period following the payroll period in<br />

which the employee submits the expenses.<br />

Section 8. Training Expenses.<br />

A. Assigned Training. When the Appointing Authority assigns an employee to training and/or<br />

developmental activities, such activities shall be considered to be work assignments. Release<br />

time, reimbursement for tuition and expenses shall be in accord with the applicable<br />

Administrative Procedure on job-related training and with this Article.<br />

B. Non-Assigned Training. The Appointing Authority may approve release time and<br />

reimbursement for non-assigned training in accord with the applicable Administrative<br />

Procedure on employee training. Any expenses for reimbursements shall be in accord with this<br />

Article.<br />

C. Travel Time. Employees attending conferences, seminars, workshops or training at their own<br />

initiative shall not be compensated for more than eight (8) hours per day, unless required by<br />

state or federal law.<br />

Employees attending these events at the direction of the Appointing Authority shall be<br />

compensated for hours of attendance and travel time.<br />

D. Appeal Procedure. Upon request of the Local Union, an Appointing Authority shall develop an<br />

internal appeal system to review the denial of a training request. A copy of the appeal and the<br />

determination shall be sent to the Local Union. Such determination shall not be grievable.<br />

Section 9. Parking. Any parking fee increase to the employee in a State-owned lot shall be<br />

limited to the actual cost increase.<br />

In addition, it is agreed that State agencies must offer the Local Union an opportunity to meet and<br />

confer prior to implementing changes in local parking policies and prior to the relocation of agency<br />

offices.<br />

Employees cannot be charged for parking if they do not use parking. This does not apply to<br />

absences of less than one (1) month or in situations where the employee voluntarily continues to<br />

pay the parking fee.<br />

Section 10. Certification and Licensure. If the Appointing Authority decides to implement a new<br />

licensure and/or certification requirement, the Appointing Authority shall, upon request of the<br />

Union, meet and confer on the subject of reimbursement of necessary expenses involved in<br />

obtaining the licensure or certification for current employees in the job classification.<br />
