Full-time unlimited and seasonal, and part-time unlimited and seasonal employees who have<br />

completed three (3) consecutive years of service in a Technical College or the MnSCU System<br />

shall be entitled to enroll in credit courses on a “space available” basis, without payment of<br />

tuition. Such enrollment shall not exceed twenty (20) semester credits per year, running from<br />

fall session through summer session.<br />

Effective July 1, 1997, the employee will pay all applicable fees.<br />

1. Employees at a State University shall have tuition waived at any State University.<br />

2. Employees at a Technical, Community or Co-located College shall have tuition waived at<br />

any Technical, Community or Co-located College.<br />

3. Employees of the MnSCU system office shall have this tuition waiver apply and must make<br />

a choice each contract period of 1 or 2 as stated above.<br />

The employee’s spouse or dependent child(ren) may share this tuition waiver not to exceed<br />

sixteen (16) credits.<br />

The tuition waiver benefit shall not apply to any courses that are part of an applied doctorate<br />

program.<br />

8. Union Meetings. The provisions of the Master Agreement shall be supplemented and/or<br />

modified as follows:<br />

Employees may be permitted to adjust their hours of work to permit their attendance at regular<br />

monthly meetings of the Local Union. Such adjustments shall be of reasonable duration, not to<br />

exceed two (2) hours. Employees who desire to make these adjustments must request prior<br />

approval from their department supervisor or other Employer designee five (5) calendar days in<br />

advance of the meeting date. Requests shall include an indication of the length of release time<br />

requested. Approval of these requests will not be unreasonably withheld. The Employer<br />

reserves the right to rescind this approval in the event of emergency or other unusual<br />

conditions, or to maintain adequate staffing during the time of the meeting. Employees shall<br />

receive no compensation for time spent at union meetings, but may utilize vacation leave or<br />

work extra hours, within five (5) working days, if work is available, to prevent loss of earnings.<br />

In the event work is available and an employee elects to work extra hours to offset time spent<br />

at union meetings, the Employer shall have no liability for overtime hours or pay until the<br />

employee has worked an amount of time outside his/her regular shift which is equal to the<br />

amount of time spent at a union meeting.<br />

9. Board of Trustees Meetings. The MnSCU Policy Committee President or Designee shall be<br />

granted Union Leave sufficient to attend meetings and hearings conducted by the MnSCU<br />

Board of Trustees. Such leave shall be considered paid leave for purposes of vacation and<br />

sick leave accrual.<br />

10. Seasonal Layoffs. Section 4b and 4e (second paragraph) of Article 15 of the Master<br />

Agreement shall be modified as follows:<br />
