It is further understood that the Department of Agriculture can remove an employee from the<br />

PT/Unscheduled employment condition back to intermittent if the employee's annual average<br />

number of actual hours worked drops below 900 hours. In removing an employee from<br />

PT/Unscheduled to intermittent, the Department of Agriculture will move the least senior<br />

PT/Unscheduled Inspector in that service point to the employment condition of intermittent.<br />

It is further understood that in consideration of the above, the Union and Employer agree that, with<br />

the exception of the provision of the part-time insurance coverage described above, all other<br />

provisions of the contract remain in effect as they pertain to the employment condition of the<br />

intermittents.<br />

It is further understood that the Department of Agriculture will not convert more than five (5) Plant<br />

Industry Inspector positions to the PT/Unscheduled status without consultation with the Union.<br />

The employer agrees to review hours worked for employees who receive coverage under this<br />

Agreement prior to the end of the calendar year so that employees who may be in danger of losing<br />

their coverage at the end of the calendar year may receive a non-binding advisory. This would be<br />

done around November 15th, allowing employees in danger of losing coverage to make alternate<br />

plans.<br />

All changes will occur on a calendar year basis.<br />

The parties agree that this article is non-precedential and shall not be referred to by either party in<br />

the context of collective bargaining or with other Appointing Authorities.<br />

Article 5<br />

Meet and Confer<br />

The Appointing Authority and the Local Union agree to meet and confer regarding posting and<br />

bidding under Article 12 of the Master Agreement.<br />

MINNESOTA BOARD OF ANIMAL HEALTH<br />

Article 1<br />

Purpose<br />

The purpose of this Supplement is to establish a voluntary alternate work schedule at the Board of<br />

Animal Health. Each division, as designated by the Appointing Authority, has the option of<br />

implementing this program. “Division” is defined as a specified number of <strong>AFSCME</strong> employees<br />

who report directly to one immediate supervisor. If necessary, the work week shall be changed to<br />

conform with the Fair Labor Standards Act.<br />

Article 2<br />

Alternate Work Schedule Request<br />

This schedule is based on a Wednesday through Tuesday (40 hour) work week over a two (2)<br />

week (80 hour) payroll period. The alternate work schedule shall allow an employee to request<br />

modification of his/her work schedule to the following: eight and one-half (8-1/2) consecutive hours<br />

eight (8) days per pay period and eight (8) consecutive hours one (1) day per pay period and four<br />

(4) consecutive hours one (1) day per pay period. The eight and one-half (8-1/2) hour scheduled<br />

days shall be from 7:30 AM to 4:30 PM or from 8:00 AM to 5:00 PM. Consecutive hours work shall<br />

exclude the normal unpaid lunch period. The employee shall request participation in this program<br />

in writing to his/her immediate supervisor no later than fourteen (14) calendar days prior to the<br />

starting date of the schedule. Changes to an employee’s work schedule can be submitted for<br />

consideration twice during a fiscal year. Requests shall be submitted by October 1 and/or April 1.<br />
