Culture is universal in context, the market for these resources is also universal<br />

and the value is therefore consi<strong>de</strong>rable. In this respect we envisage a continuity<br />

of the mo<strong>de</strong>rn bias towards certain cultural forms over others.<br />

What is now required is a coherent programme to <strong>de</strong>velop DAMS which can<br />

serve regional culture economies. These must be linked with regional digital<br />

archives which are flexible enough to harness both global and local needs.<br />

These local needs must involve the <strong>de</strong>velopment of production capacities. As I<br />

have un<strong>de</strong>rlined this capacity must also involve trans-regional integration and<br />

the ability to operate production processes across lines within on-line<br />

environments. The relevant production platforms must be created. However<br />

these platforms must not merely be production platforms but they must also be<br />

learning platforms involving the capacity for regions to learn off one another.<br />

The production environments must be serviced by the use of human language<br />

technologies which can allow regions to operate through the medium of their<br />

minority languages. Thus far this technology is scarce and it should be the<br />

responsibility of regional and central authorities to pioritise these <strong>de</strong>velopments.<br />

Unless minority language groups can enter the economic or<strong>de</strong>r using their<br />

respective languages then the future for these groups is limited. We learnt this<br />

lesson by reference to the Old Economy. Let us not forget it by reference to the<br />

New Economy.<br />
