The report characterizes each of these systems.<br />
Property Management in university is to provide adequate physical and organizational<br />
conditions for the efficient implementation of the processes of teaching, research and logistics.<br />
This is accomplished through:<br />
- ensuring user’s safety and proper maintenance of the facilities,<br />
- to ensure proper energy management in university buildings according to the Energy Law,<br />
- ongoing maintenance of university’s infrastructure according to its purpose,<br />
- ensuring adequate economic and financial management ,<br />
- the preparation of audits, analyses and expertise in the field of the maintenance of<br />
university’s property.<br />
The main instrument for administrating of the university assets is property management<br />
plan, which brings together a wide range of operational, tactical and strategic planning.<br />
The report has submitted the functions, the stages of preparation and a sample content of<br />
such plan.<br />
Finanse Mangement<br />
The base of every activity undertaken by the university, including scientific research and<br />
didactics is financial security, which means appropriate level of income and financial liquidity. In<br />
the times of innovative university, knowledge commercialization gains on importance. It means the<br />
necessity for the universities to run a coherent knowledge and intellectual property management<br />
policy, as well as to grow business activities, which in turn may subsequently become a source of<br />
additional funds to finance transfer of technology. All of this requires, that the financial<br />
management of universities running diverse, overlapping activities , with budgets in many cases<br />
running into hundreds of millions zlotys, must be conducted in the professional way, with help of<br />
modern tools like integrated IT systems and including risk factor.<br />
The functioning of the university in the competition environment forces the entire business is<br />
based on the economic balance. This results in the necessity to introduce the cost accounting of<br />
activities (projects, contracts), and budgeting at the level of cost centers. Linked to this there is<br />
a need for implementation of controlling, i.e. ongoing monitoring of the planned costs and<br />
revenues, and conducting the variance analysis. Regular financial analysis is used to optimize<br />
operational and strategic decisions. Development strategy should be the basic document for each<br />
university. Financial-material plan for the calendar year should be rooted in it.<br />
In order to develop, the university must have a working capital, i.e. the excess of current<br />
assets over current liabilities. This means the dependence of ongoing activities on the projected<br />
development, and on the other hand the need to manage cash flow in the annual and multi-annual<br />
basis. This also implies the requirement of the management of all university assets (tangible and<br />
intangible), including the possible conversion of assets (planned liquidation/sale of certain assets<br />
to acquire another preferred).<br />
Financial management should be supported by available IT tools, which make essential<br />
easier decision making process in the area of university finances. Universities using integrated<br />
informatics systems (like ERP) confirm their usefulness.<br />
An important point for the functioning of the university under conditions similar to business is<br />
the selection of the optimal structure of financial management<br />
