Modele zarządzania uczelniami w Polsce Projekt współfinansowany ze środków Unii Europejskiej w ramach Europejskiego Funduszu Społecznego At Polish universities, financial management is concentrated by low in one hand, as in American and many European universities, because one can then ensure the responsibility for important elements of financial management: cash flow, identifying the payment source, audit of the effectiveness of university activities, etc. The person on this position has to be very carefully selected. Generally, selection of professional key personnel is becoming a crucial part of finance management process and can be accomplished through open/competitive recruitment as well as trainings and investment in the staff development. Risk management Public higher education institutions are bound by the requirement – stemming from the public finance act – not to engage in ventures, which are related with risk. Therefore universities cannot, among others, invest on the capital market or take a stake in business projects, which may potentially endanger public funds. However, even without engagement in risky ventures, risk is an inherent part of every activity. There are many areas at the public universities, which involve risk, from the core didactic activities to various business engagements. In some cases, incorrectly drawn-up contract or uninsured asset may result in substantial losses for the public educational institution. Wide range of projects financed with EU funds is a new area of risk. It has to be strongly emphasized, that failure to meet the objectives set by the university, despite the appropriation of public funds, is the fundamental risk. All of the above argues for the necessity to identify the risk and to work out risk management policy through among others preventive actions and procedures mitigating risk. The whole risk management process should include a few stages, creating system, which increases probability of meeting objectives and accomplishing tasks. This process should be documented and resort to the model – risk management policy. IT Systems Management In the chapter the problem of assuring IT tools needed for higher schools and for data transfer between the schools and Ministry of Science and Higher Education has been analyzed. Software system for the management of a higher school must meet (in the sense of its functional capabilities) all legal regulations in Poland. Hence the first section of the chapter contains the analysis of legal aspects that can influence the IT systems and tools. Especially, the specificity of higher schools has been taken into consideration. Then, in the second section the IT experiences of foreign educational institutions have been described. The subject of our research has been not only the scope of the implementation projects, but most popular software products as well. As the result of the analysis we can conclude that in the best higher schools ERP systems (Enterprise Resource Planning) are implemented and being used for supporting the management in the operational and strategic level. The third section contains the description of current trends in assuring software support in Polish high schools. The characteristic of ERP systems and other systems (or software modules) for particular school management areas is presented in this section, as well as the issues concerning the integration of the systems. Some examples of implementation projects in Poland are included in the fourth section. In the fifth section the problem of information transfer between higher schools and Ministry of Science and Higher Education (and other government institutions like Central Statistical Office) is discussed. The possible methods of data exchange are presented, and the advantages and disadvantages of the methods are described. The summary of the chapter is included in the seventh section. In the section the overview model of IT support for a high school is presented. Summary 1. The amended Law on Higher Education has changed the university management system materially. On the other hand the broad autonomy has been left making it possible for the universities to create the own management strategy. The recommendations should help universities to create tailor-made strategies. 2. The recommended in the report variants of management in certain fields of activity of the universities, generally speaking, do not need implementations in the regulations.
