This project provides:
• A year on year financial provision to allow the Airport to
respond at short notice to changes in legislation from the
DfT which requires a minor capital project to be set up in
order to maintain compliance.
• A response to threats that the airport faces from terrorist
and criminal activities which have been identified by the
Heathrow MATRA Working Group.
• Develop solutions to transform security at Heathrow in line
with the Q5 Security Strategy.

Assumptions:
The following points cover the significant delivery assumptions related to this project;
Projects are selected if they meet;
• Agile delivery of security in response top a wide range of threats
• All infrastructure, systems, people and processes combine to deliver robust and agile
security responses
• Agree legislative approach between EC and UK to allow HAL to meet all compliance
requirements.
• Improved technology supports improvements in detection and compliance
• The Security Projects budget does not allow for major projects which are beyond
brief decision at Jan 09 namely: Control Post Programme (BCT 8452), CP5 (BCT
8801), Cargo Area CA/RZ (BCT 4185), Self Service Border Control ACS (BCT 9105),
Next Generation Autotray (BCT 9105), Physical Perimeter Security (BCT 5056). Each
of these projects has a specific PDS.
