Capital Investment Plan 2009 - Heathrow Airport

1 Introduction
This document is Heathrow Airport Limited’s (HAL’s) Capital Investment Programme
(CIP) to formally cover at least the ten year period April 2009 to March 2019 inclusive.
The content of HAL’s CIP will be revised and republished on an annual basis. This
document shall be known as “CIP 2009”.
The content of this document applies to the broad operating entities knows as
Heathrow Airport and Heathrow Express. Note: Heathrow Express Operating Company
Limited (HEx) is a subsidiary of HAL.
In line with HAL’s Annex G 1 commitments this document is effectively a “snapshot” of
HAL’s capital investment plans as at the time of publication and is not documentation of
a mandatory, fixed or confirmed investment programme for either Heathrow Airport or
Heathrow Express. While HAL has consulted locally with the airline community on the
content of CIP 2009 it welcomes comment from them, either locally or from head
offices, upon publication of this document in writing or via the established constructive
engagement fora. During the consultation the airline community asked 2
HAL to make
available to airline community representatives a list of changes from the early drafts,
reviwed jointly in detail, to this published version. Such information is available for
airline community representatives on request from HAL.
1.1 Regulatory years
The period covered by this document formally covers three regulatory quinquennia;
• Years 2 to 5 of the 5 th Quinquennium (Q5)
• Years 1 to 5 of the 6 th Quinquennium (Q6)
• Year 1 of the 7 th Quinquennium (Q7)
However details for Q6 and Q7 are published on the basis of the positions stated later in
this document and are neither definitive or exhaustive.
1.2 CIP 2008 to CIP 2009
CIP 2008 is the previous version of this document. CIP 2009 seeks to be a step change
in HAL’s presentation, for consultation, of its capital investment plans. As such the
format and content has been altered significantly from CIP 2008. This edition of the CIP
has been prepared within the framework of a new process 3 with the intent of improving
the long term visibility of investment options for all users of the document.
The completion of the content of this document has been led by HAL in consultation
with the airline community at Heathrow. Additional information on this consultation is
provided in section 6.1.5.
A summary is provided in Appendix P: Tracker CIP 2008 to CIP 2009 to enable linkage
between the CIP 2008 and CIP 2009 publications to be readily accessed by users of this
document. Users should also refer to sections 5.4 and 5.7 for information on inflation
and change control respectively.
