Exterior (RAE) shortwave broadcasts located in General Pacheco, near<br />

Buenos Aires, may close 1 January.<br />

According to Koichiro Itoh, RAE's Japanese service announced the following<br />

message on Nov 5 about the closing of shortwave transmission. Argentine<br />

government prohibits the use of any equipment containing injurious PCB<br />

(Polychlorinated Biphenyl) from Jan 1, 2011. This means all the shortwave<br />

transmitters of RAE (which were installed in old days and using PCB<br />

contained parts) will not allowed to be on air after Jan 1, unless being<br />

replaced or repaired within this year. For the t<strong>im</strong>e being, Argentine<br />

government prepares no budget for replacing or repairing. The director of<br />

RAE will <strong>de</strong>mand the government for the budget again with many requests<br />

from listeners.<br />

From my knowledge PCB is only dangerous if heated beyond a quite high<br />

level then the toxic fumes inhaled or skin contact. Any transmission<br />

winding reaching this condition should have tripped safety cut outs, so in<br />

theory at least, would not become hazardous anyway. It's rather ironic<br />

that although PCB is extremely dangerous over a certain 'flash' level<br />

temperature they are , in comparison to other so called 'liquid plastics'<br />

remarkably reliable and virtually in<strong>de</strong>structible within the 'safe' l<strong>im</strong>its<br />
