ut correction of RUS Sukhinichi 1287 kHz

(Victor Rutkovsky-RUS, wwdxc BC-DX TopNews March 6)
RUSSIA/ETHIOPIA 15195 TDP brokered "EOTC Holy Synod Radio" via Samara,
Mons only 16-17 UT noted TX switch-on at 15.59:47 UT, S=9+0db straight
signal and some deep fades. Program started approx. at 16.00:08 UT, sacred
chants, but suddenly powerful Ethiopian broadband hissing noise jammer
started at 17.02:40 UT. From now on, EOTC program was scarcely audible
underneath noise.
Ethiopian jammer covered at least 15189.6 to 15201.3 kHz broadband. EOTC
broadcast probably originate via Samara, Russia transmitter site.
[later 16.50 til 17.01 UT, Monday March 1st]
Ethiopian jammer covered the EOTC signal in total, at least here in
central Europe. Three times noted Horn of Africa flute music underneath
jamming noise, i.e. at 16.52:30, 16.54 and 16.55 ... 16.57 UT. EOTC
transmission seemingly ended at 16.58:30 UT. Ethiopian jammer ended
appearance today at 17.00:30 UT.
15165 Newly discovered clandestine La Voix de Djibouti, confirmed Febr 25
at *1530-1629:30* UT. Had looked for it starting before 1500 UT as there
was conflicting info about correct schedule, but nothing there, until cut
on abruptly at *1530 UT, with music, anthem? Then brief announcement, also
brief Qur'an, more talk in non-French, mentioning kHz, and a .com.
Presumably all in Somali and still so when local noise, power-tooling
neighbour overrode at 1610-1619 UT. By 1619 UT when that cleared up,
station had switched to French; sounds like a lot of platitudes. Dave
Kenny, who had no such noise interruption, says French started at 1612 UT.
Cut off the air at 1629:30* UT sharp before speaker was finished. So it's
coming from a transmitter site with precision timing, but no clues beyond
that. Signal at start was S=9+10dB with flutter and diminished somewhat
during the hour.
La Voix de Djibouti / Coodka Jabuu6i launched on Jan 7, broadcasts in
French and Somali Thursdays only 1530-1630 UT on 15165 kHz. Site not yet
determined.
(Chris Greenway-UK, dxld via WDXC Contact magazine)
I tuned to 15165 kHz at 1555 UT and heard a language that could be Somali.
At 1600 UT there was a definite mention of "Djibouti". French noted at
1618 UT. Decent reception.
(Bruce Fisher-MA-USA, dxld March 4)
This station is audible right now. Heard from tune-in at 1605 UT with good
signal here in the UK on 15165 kHz. Talk in Somali with many mentions of
Djibouti and ID heard as "Voix du Djibouti" (even when speaking in
Somali). Into French at 1612 UT mentioned "nouveau radio.... Voix du [sic]
Djibouti".
