of Russia Tajikistan off today. Military band anthem or s<strong>im</strong>ilar, then<br />

long-win<strong>de</strong>d speech by a man, through until 2050 UT. Didn't pay close<br />

attention, partly because of the muffled audio. Best-ever reception of RU<br />

4975.96 R Uganda, at 1740 UT on April 14, English "News Hour" back here<br />

hetting VOR 4975 kHz. Apparently their exten<strong>de</strong>d stay on 7194.98 kHz<br />

yesterday was just a one- day event.<br />

UKRAINE Radio Ukraine International off SW.<br />

From April 12, RUI's shortwave transmitters in Kharkiv and Lviv have been<br />

switched off. Also the same was done with all mediumwave transmitters of<br />

UR1 channel. Only transmitter on 657 kHz in Chernivtsi with RUI's Romanian<br />

service and UR3 operates in the night. Also the UR1 transmitter on 207 kHz<br />

in Brovary (Kiev) is active from 0230 to 2100.<br />

This means RUI is off the SW air completely, including the 0000-0100 UT<br />

English to North America which was high power from Lviv on 7440. All the<br />

other frequencies Kharkiv. Is this permanent, or another temporary<br />

shortage of funding?<br />

RUI missing from its formerly reliable big signal on 7440, English to NAm<br />

at 00-01 UT, checked 0005 UT April 15. Alexan<strong>de</strong>r Yegorov reports that ALL<br />

SW transmissions of RUI from Lviv and and the lower-powered Kharkiv site<br />

were turned off April 12.<br />

Not clear whether this is temporary or permanent, but Ukrainian MW has<br />

also been drastically cut. Previously there have been interruptions in RUI<br />

service when funding ran out, but then resumed.<br />

Just send in your complaints to Kiev and to the Ukrainian Embassy in DC<br />

and RUI will be back on the air. Most likely it's just the issue of<br />

funding - not some i<strong>de</strong>ological <strong>de</strong>cision to give up on SW. The Ukrainian<br />

diaspora is well organized. I suspect they are going to flood the station<br />

with complaints.<br />

I don't think complaining will make any difference. The Ukrainian diaspora<br />

isn't paying the bills to keep RUI on the air. Many governments, and in<br />

turn, national broadcasters are experiencing severe budget shortfalls.<br />

Cuts have to be ma<strong>de</strong>, such as the recent reductions in Bulgaria.<br />

Once all these transmitters have been off the air for a while the former<br />

audience will find other ways to listen or get information ... and there<br />

won't be any reason for the governments involved to reinstate the<br />

broadcasts. Sad for longt<strong>im</strong>e SWL's, but it's the cold reality of strained<br />

finances and changing technology.<br />
