(North Korea), East Germany, Hungary, Laos, Mongolia, Poland, Romania, the<br />

People's Democratic Republic of Yemen (South Yemen), and Vietnam. Algeria,<br />

Iraq, Libya, and Syria became members subsequently, and Nicaragua and<br />

Cambodia agreed to the construction of ground stations in 1986.<br />
