more competition and privatisation in health care, limiting early retirement and pension
and a radical reform of the scheme for people who are unfit for work, with a
stricter selection and limited access. The unemployment benefits scheme was also
changed (shorter periods of benefits, stricter conditions) and more competition elements
were implemented in administration to increase efficiency. The result is an
evolution along Anglo-Saxon lines, instead of the existing Rhine Land model. The
welfare state must be seen as an investment, not as a cost centre.

“De staat van de verzorgingsstaat anno 2005: de situatie in Luxemburg”

Na de introductie van een, op het Duitse systeem van ‘Pflegeversicherung’ geïnspireerde,
zorgverzekering voor chronische zorg (1999), heeft de Luxemburgse verzorgingsstaat
in de periode 2000-2005 een aantal nieuwe veranderingen en hervormingen
ondergaan, maar ze is nog steeds springlevend. Hoewel de werkgeversbijdragen
gedaald blijken te zijn, gingen de sociale uitgaven niet achteruit en bleven
op een hoog niveau dankzij hogere staatsbijdragen. Dit ging samen met een aantal
vernieuwingen, zoals de creatie van een compensatie voor het grootbrengen van
kinderen of het versoepelen van de toegang tot het minimumloon. De belangrijkste
hervorming vond echter plaats voor personen met een handicap en zieke werknemers,
door het garanderen van een minimuminkomen en de herintegratie in het
arbeidscircuit te ondersteunen en te stimuleren. Enkel inzake pensioenen is er nog
een weg te gaan, ondanks de genomen maatregelen, zeker in het kader van de vergrijzing
en de ouder wordende (beroeps)bevolking. In de voorbije vijf jaar heeft
Luxemburg haar welvaartsstaat dan ook verder verbeterd en vernieuwd.

After the introduction of a care insurance for chronic care (1999), inspired by the
German ‘Pflegeversicherung’ system, the Luxembourg welfare state has undergone
a number of changes and reforms between 2000-2005. It is still alive and kicking
though. Although employer’s contributions seem to have gone down, social expenditure
has not; instead it has remained at a high level thanks to higher state contributions,
in combination with a number of innovations such as the creation of compensation
for rearing children, or a more flexible access to minimum wages. The most
important reform however affects disabled persons and sick employees: they are
now guaranteed minimum wages and their reintegration in the employment circuit
is guaranteed and stimulated. The only sector that still requires change, in spite of
