Het socialezekerheidssysteem in Frankrijk heeft te kampen met sociaaleconomische
moeilijkheden, zoals de hoge structurele werkloosheid, de vergrijzing van de
bevolking en de enorme stijging van gezondheidsuitgaven. Deze laatste resulteerden
in een financiële crisis voor het systeem. Bijgevolg werden er in de afgelopen 10 jaar
hervormingen doorgevoerd. In de zorgsector en bij nieuwe programma’s voor langdurig
zieken en ouderen kenden deze hervormingen succes. De doorgevoerde hervormingen
in het pensioenssysteem daarentegen blijken onvoldoende om de
duurzaamheid te verzekeren, net zoals in de gezondheidszorg grote tekorten blijven
bestaan. Ook de werkloosheid blijft hoog, ondanks de genomen restrictieve maatregelen.
Daarom dient aandacht besteed te worden aan programma’s die de
armoede en uitsluiting bestrijden, wat ook gebeurde sinds 2000.

The French social security system is faced with some serious social-economic difficulties,
such as high structural unemployment, the ageing population and the huge
increase in health care expenditure. The latter resulted in a financial crisis for the
system. As a result, there have been several reforms in the past ten years. In the welfare
sector and in new programmes for the chronically ill and the elderly, these
reforms have been a real success. The reforms that were implemented in the pension
system however seem insufficient to guarantee a durable system; likewise the
huge deficits in health care continue to subsist. Unemployment is also still high, in
spite of the restrictive measures that have been taken. That is why attention has to
be given to programmes that combat poverty and exclusion, which has been the
case since 2000.
