I. <strong>Higher</strong> educati<strong>on</strong> system<br />

In F<strong>in</strong>land, <strong>the</strong> overall framework of educati<strong>on</strong>al policy is decided by Parliament. Parliament passes legislati<strong>on</strong> c<strong>on</strong>cern<strong>in</strong>g all<br />

levels of educati<strong>on</strong>, and decides <strong>on</strong> funds for educati<strong>on</strong> from <strong>the</strong> State budget. The implementati<strong>on</strong> of <strong>the</strong> decisi<strong>on</strong>s is <strong>the</strong><br />

resp<strong>on</strong>sibility of <strong>the</strong> Council of State (government) and <strong>the</strong> M<strong>in</strong>istry of Educati<strong>on</strong>. There has been a recent move to reduce<br />

centralised c<strong>on</strong>trol over educati<strong>on</strong>al <strong>in</strong>stituti<strong>on</strong>s. The role of <strong>the</strong> government is to decide <strong>the</strong> framework for quantitative and<br />

qualitative development of <strong>the</strong> educati<strong>on</strong> system, but decisi<strong>on</strong>-mak<strong>in</strong>g is <strong>in</strong>creas<strong>in</strong>gly be<strong>in</strong>g handed to local authorities,<br />

schools, and <strong>in</strong>stituti<strong>on</strong>s of higher educati<strong>on</strong>.<br />

Nearly all publicly funded educati<strong>on</strong>, from primary educati<strong>on</strong> to higher educati<strong>on</strong>, is subord<strong>in</strong>ate to or supervised by <strong>the</strong><br />

M<strong>in</strong>istry of Educati<strong>on</strong>. Tra<strong>in</strong><strong>in</strong>g relat<strong>in</strong>g to nati<strong>on</strong>al defence, order, and some tra<strong>in</strong><strong>in</strong>g <strong>in</strong> communicati<strong>on</strong> and transport are<br />

adm<strong>in</strong>istered by o<strong>the</strong>r, relevant m<strong>in</strong>istries. Most exist<strong>in</strong>g private <strong>in</strong>stituti<strong>on</strong>s are <strong>in</strong> <strong>the</strong> vocati<strong>on</strong>al sector, but <strong>the</strong>y, too, rely<br />

heavily <strong>on</strong> public fund<strong>in</strong>g, and <strong>the</strong> educati<strong>on</strong> <strong>the</strong>y provide is subject to public supervisi<strong>on</strong>. The universities are State<br />

<strong>in</strong>stituti<strong>on</strong>s and funded directly from <strong>the</strong> budget; <strong>the</strong> State and local authorities provide most of <strong>the</strong> funds for <strong>the</strong> o<strong>the</strong>r<br />

educati<strong>on</strong>al <strong>in</strong>stituti<strong>on</strong>s.<br />

The M<strong>in</strong>istry of Educati<strong>on</strong> (opetusm<strong>in</strong>isteriö/undervisn<strong>in</strong>gsm<strong>in</strong>isteriet ( 1 )) is resp<strong>on</strong>sible for <strong>the</strong> overall development and<br />

plann<strong>in</strong>g of educati<strong>on</strong> and research. The m<strong>in</strong>istry prepares educati<strong>on</strong>al legislati<strong>on</strong> and drafts<br />

relevant resoluti<strong>on</strong>s for <strong>the</strong> government.<br />

The Nati<strong>on</strong>al Board of Educati<strong>on</strong> (opetushallitus/utbildn<strong>in</strong>gsstyrelsen), subord<strong>in</strong>ate to <strong>the</strong> M<strong>in</strong>istry of Educati<strong>on</strong>, is an office<br />

resp<strong>on</strong>sible for develop<strong>in</strong>g and evaluat<strong>in</strong>g general, vocati<strong>on</strong>al and adult educati<strong>on</strong>; it develops and c<strong>on</strong>firms <strong>the</strong> qualificati<strong>on</strong>s<br />

and <strong>the</strong> core curricula for schools, and provides certa<strong>in</strong> support<strong>in</strong>g services for <strong>the</strong>m.<br />

The <strong>Higher</strong> Educati<strong>on</strong> Evaluati<strong>on</strong> C<strong>on</strong>cil (Korkeakoulujen arvio<strong>in</strong>t<strong>in</strong>euvosto/Rådet för utvärder<strong>in</strong>g av högskolorna) was<br />

established <strong>in</strong> January 1996 to advise <strong>the</strong> M<strong>in</strong>istry of Educati<strong>on</strong> and to assist universities and ammattikorkeakoulut (AMK<br />

<strong>in</strong>stituti<strong>on</strong>s, <strong>in</strong>stitutes of professi<strong>on</strong>al higher educati<strong>on</strong>, also called polytechnics) <strong>in</strong> self-evaluati<strong>on</strong>. The council proposes<br />

<strong>in</strong>itiatives regard<strong>in</strong>g <strong>the</strong> <strong>in</strong>stituti<strong>on</strong>s and <strong>the</strong>ir development, and promotes research <strong>on</strong> and <strong>in</strong>ternati<strong>on</strong>al cooperati<strong>on</strong> <strong>in</strong><br />

evaluati<strong>on</strong>. It assesses applicati<strong>on</strong>s for <strong>the</strong> accreditati<strong>on</strong> of AMK <strong>in</strong>stituti<strong>on</strong>s and plans new experimental AMKs. The council<br />

comprises 12 experts appo<strong>in</strong>ted for a four-year term. The majority of its members are teachers at universities and AMK<br />

<strong>in</strong>stituti<strong>on</strong>s, but students as well as bus<strong>in</strong>ess and <strong>in</strong>dustry are also represented.<br />

The Council of F<strong>in</strong>nish University Rectors (Suomen korkeakoulujen rehtorien neuvosto/F<strong>in</strong>ska högskolerektorernas råd) is a<br />

board promot<strong>in</strong>g cooperati<strong>on</strong> between <strong>the</strong> universities. It makes recommendati<strong>on</strong>s and declarati<strong>on</strong>s <strong>in</strong> matters c<strong>on</strong>cern<strong>in</strong>g<br />

university educati<strong>on</strong>.<br />

The Council of Presidents of F<strong>in</strong>nish Institutes of Professi<strong>on</strong>al <strong>Higher</strong> Educati<strong>on</strong> (ARENE — Ammattikorkeakoulujen<br />

rehtor<strong>in</strong>euvosto/Rådet för yrkeshögskolornas rektorer) is a board promot<strong>in</strong>g cooperati<strong>on</strong> between <strong>the</strong> AMK <strong>in</strong>stituti<strong>on</strong>s. The<br />

board discusses matters relat<strong>in</strong>g to <strong>the</strong> plann<strong>in</strong>g and development of AMK educati<strong>on</strong> and makes recommendati<strong>on</strong>s and policy<br />

statements. It may also perform special tasks at <strong>the</strong> request of <strong>the</strong> <strong>in</strong>stituti<strong>on</strong>s or <strong>the</strong> authorities.<br />

The universities are under <strong>the</strong> direct supervisi<strong>on</strong> of <strong>the</strong> M<strong>in</strong>istry of Educati<strong>on</strong>, where <strong>the</strong> department for higher educati<strong>on</strong> and<br />

research deals with matters perta<strong>in</strong><strong>in</strong>g to university educati<strong>on</strong> and research. Even though <strong>the</strong>y are State <strong>in</strong>stituti<strong>on</strong>s, <strong>the</strong>y have<br />

c<strong>on</strong>siderable aut<strong>on</strong>omy <strong>in</strong> <strong>in</strong>ternal affairs, <strong>in</strong>clud<strong>in</strong>g teach<strong>in</strong>g and research.<br />

The annual negotiati<strong>on</strong>s between <strong>the</strong> M<strong>in</strong>istry of Educati<strong>on</strong> and <strong>the</strong> universities lead to agreements <strong>on</strong> performance (for <strong>the</strong><br />

next four years), <strong>in</strong> which <strong>the</strong> overall goals as well as funds for <strong>the</strong> universities are agreed. The universities have recently<br />

transferred to budget<strong>in</strong>g by results and some resources are allocated to universities <strong>on</strong> <strong>the</strong> basis of <strong>the</strong>ir achievements.<br />

As for <strong>the</strong> legislati<strong>on</strong>, each university is governed by a separate act and decree c<strong>on</strong>cern<strong>in</strong>g its adm<strong>in</strong>istrati<strong>on</strong>. There is a reform<br />

tak<strong>in</strong>g place aim<strong>in</strong>g to replace <strong>the</strong> separate acts by <strong>on</strong>e law govern<strong>in</strong>g all universities. O<strong>the</strong>r provisi<strong>on</strong>s are <strong>in</strong>cluded <strong>in</strong><br />

legislati<strong>on</strong> c<strong>on</strong>cern<strong>in</strong>g teacher educati<strong>on</strong> and <strong>in</strong> decrees perta<strong>in</strong><strong>in</strong>g to degrees <strong>in</strong> different fields of educati<strong>on</strong>. The latter<br />

decrees def<strong>in</strong>e <strong>the</strong> objectives, extent and overall structure of <strong>the</strong> degrees, but <strong>the</strong> <strong>in</strong>stituti<strong>on</strong>s <strong>the</strong>mselves issue more explicit<br />

directi<strong>on</strong>s for <strong>the</strong> c<strong>on</strong>tent and structure of <strong>the</strong> degrees.
