I. <strong>Higher</strong> educati<strong>on</strong> system<br />

The general law, approved <strong>in</strong> 1986 and known as <strong>the</strong> Lei de Bases do Sistema Educativo — LBSE (law <strong>on</strong> <strong>the</strong> bases of <strong>the</strong><br />

educati<strong>on</strong> system), aimed at reform<strong>in</strong>g <strong>the</strong> whole educati<strong>on</strong> system <strong>in</strong> Portugal, is <strong>in</strong> force throughout <strong>the</strong> whole of <strong>the</strong><br />

nati<strong>on</strong>al territory.<br />

The pr<strong>in</strong>ciple of self-government by <strong>the</strong> public universities embodied <strong>in</strong> this law was subsequently set down <strong>in</strong> <strong>the</strong> aut<strong>on</strong>omy<br />

law, Law No 108/88, dated 24 September 1988.<br />

In accordance with this law, Portuguese public higher educati<strong>on</strong><br />

<strong>in</strong>stituti<strong>on</strong>s are aut<strong>on</strong>omous <strong>in</strong>stituti<strong>on</strong>s and are free to manage <strong>the</strong>ir<br />

academic, adm<strong>in</strong>istrative and f<strong>in</strong>ancial affairs. This implies <strong>the</strong> right to grant <strong>the</strong>ir own degrees and diplomas, to create new<br />

courses and to establish teach<strong>in</strong>g methods.<br />

In 1990, Law No 54/90, dated 5 September, established <strong>the</strong> statute and aut<strong>on</strong>omy of <strong>the</strong> polytechnic <strong>in</strong>stitutes.<br />

I.1. The <strong>in</strong>stituti<strong>on</strong>s of higher educati<strong>on</strong><br />

Under <strong>the</strong> terms of <strong>the</strong> law <strong>on</strong> <strong>the</strong> bases of <strong>the</strong> educati<strong>on</strong> system,<br />

higher educati<strong>on</strong> <strong>in</strong> Portugal is divided <strong>in</strong>to two systems:<br />

<br />

polytechnic educati<strong>on</strong> (n<strong>on</strong>-university higher educati<strong>on</strong>).<br />

University educati<strong>on</strong><br />

University educati<strong>on</strong> is essentially <strong>the</strong>oretical <strong>in</strong> nature. It is designed<br />

to <strong>in</strong>culcate <strong>in</strong>novati<strong>on</strong> and critical analysis and to provide scientific<br />

and technical tra<strong>in</strong><strong>in</strong>g, equipp<strong>in</strong>g graduates to work as professi<strong>on</strong>als.<br />

It undertakes fundamental and applied research <strong>in</strong> different subject areas.<br />

University educati<strong>on</strong> is provided by universities, which are organised <strong>in</strong>to escolas (schools), <strong>in</strong>stitutos (<strong>in</strong>stitutes), faculdades<br />

(faculties) or o<strong>the</strong>r units — for example, departamentos (departments), cursos (courses) or projectos (projects).<br />

Universities offer courses <strong>in</strong> areas such as arts and humanities (<strong>in</strong>clud<strong>in</strong>g <strong>the</strong>ology), social sciences (<strong>in</strong>clud<strong>in</strong>g ec<strong>on</strong>omics,<br />

anthropology, psychology, sociology, <strong>European</strong> studies), bus<strong>in</strong>ess management (<strong>in</strong>clud<strong>in</strong>g public adm<strong>in</strong>istrati<strong>on</strong>), medic<strong>in</strong>e<br />

(<strong>in</strong>clud<strong>in</strong>g dentistry and pharmacy), architecture, eng<strong>in</strong>eer<strong>in</strong>g and technology, exact and natural sciences, <strong>in</strong>formatics, law,<br />

f<strong>in</strong>e arts and design, agriculture and silviculture (<strong>in</strong>clud<strong>in</strong>g veter<strong>in</strong>ary medic<strong>in</strong>e and food sciences), physical educati<strong>on</strong> and<br />

sports, communicati<strong>on</strong> sciences (<strong>in</strong>clud<strong>in</strong>g journalism) and o<strong>the</strong>r areas such as music, social work, military sciences, etc.<br />

Polytechnic educati<strong>on</strong><br />

The purpose of educati<strong>on</strong> at polytechnic higher educati<strong>on</strong> <strong>in</strong>stituti<strong>on</strong>s, essentially practical <strong>in</strong> nature, is to provide a thorough<br />

cultural and<br />

technical higher educati<strong>on</strong>, to develop <strong>the</strong> capacity for <strong>in</strong>novati<strong>on</strong> and critical analysis and to dissem<strong>in</strong>ate <strong>the</strong>oretical and<br />

practical scientific knowledge and its applicati<strong>on</strong>s with a view to its use <strong>in</strong> professi<strong>on</strong>al<br />

activities. This type of educati<strong>on</strong> is offered at escolas and <strong>in</strong>stitutos superiores. The polytechnic <strong>in</strong>stitutes offer courses <strong>in</strong> <strong>the</strong><br />

follow<strong>in</strong>g areas: accountancy, bus<strong>in</strong>ess and management (<strong>in</strong>clud<strong>in</strong>g market<strong>in</strong>g, publicity, secretarial studies, audit<strong>in</strong>g,<br />

adm<strong>in</strong>istrati<strong>on</strong>), eng<strong>in</strong>eer<strong>in</strong>g and technology, agriculture and silviculture, tourism, nurs<strong>in</strong>g, paramedical<br />

activities, <strong>in</strong>formatics, teacher tra<strong>in</strong><strong>in</strong>g courses for educators and for<br />

basic educati<strong>on</strong> (first and sec<strong>on</strong>d cycle), music, drama, <strong>the</strong>atre, c<strong>in</strong>ema, arts, etc.
