Students apply for entry to AMK <strong>in</strong>stituti<strong>on</strong>s after upper sec<strong>on</strong>dary studies. The requirement is a matriculati<strong>on</strong> certificate or at<br />

least an upper sec<strong>on</strong>dary school certificate, an Internati<strong>on</strong>al Baccalaureate, Reifeprüfung or <strong>European</strong> Baccalaureate; a postsec<strong>on</strong>dary<br />

vocati<strong>on</strong>al qualificati<strong>on</strong>, a sec<strong>on</strong>dary vocati<strong>on</strong>al qualificati<strong>on</strong> <strong>in</strong> a way def<strong>in</strong>ed <strong>in</strong> <strong>the</strong> decisi<strong>on</strong> by <strong>the</strong> M<strong>in</strong>istry of<br />

Educati<strong>on</strong>, a comb<strong>in</strong>ati<strong>on</strong> diploma; or a foreign qualificati<strong>on</strong> equivalent to <strong>the</strong>se. The comb<strong>in</strong>ati<strong>on</strong> programmes are offered by<br />

a few experimental vocati<strong>on</strong>al <strong>in</strong>stituti<strong>on</strong>s and upper<br />

sec<strong>on</strong>dary schools; <strong>the</strong> programmes <strong>in</strong>clude both general and vocati<strong>on</strong>al subjects.<br />

The permanent AMK <strong>in</strong>stituti<strong>on</strong>s select <strong>the</strong>ir students from eligible applicants accord<strong>in</strong>g to <strong>the</strong>ir own selecti<strong>on</strong> criteria. The<br />

M<strong>in</strong>istry of Educati<strong>on</strong> determ<strong>in</strong>es <strong>the</strong> selecti<strong>on</strong> criteria for experimental AMKs and vocati<strong>on</strong>al <strong>in</strong>stituti<strong>on</strong>s (post-sec<strong>on</strong>dary<br />

educati<strong>on</strong>). The selecti<strong>on</strong> can be based <strong>on</strong> students’ school achievements, work experience and possibly an entrance test.<br />

There is a jo<strong>in</strong>t nati<strong>on</strong>al system for applicati<strong>on</strong> to AMKs and post-sec<strong>on</strong>dary educati<strong>on</strong>, which is adm<strong>in</strong>istered by <strong>the</strong> Nati<strong>on</strong>al<br />

Board of Educati<strong>on</strong>.<br />

Vocati<strong>on</strong>al <strong>in</strong>stituti<strong>on</strong>s<br />

In <strong>the</strong> new successive system of vocati<strong>on</strong>al educati<strong>on</strong>, students who have completed upper sec<strong>on</strong>dary educati<strong>on</strong>, ei<strong>the</strong>r general<br />

or vocati<strong>on</strong>al, can apply for post-sec<strong>on</strong>dary vocati<strong>on</strong>al programmes — <strong>the</strong> selecti<strong>on</strong> criteria and <strong>the</strong> jo<strong>in</strong>t nati<strong>on</strong>al applicati<strong>on</strong><br />

procedure are expla<strong>in</strong>ed above. In <strong>the</strong> old system, <strong>the</strong> pattern was more complicated. There used to be a jo<strong>in</strong>t nati<strong>on</strong>al<br />

selecti<strong>on</strong> procedure for vocati<strong>on</strong>al <strong>in</strong>stituti<strong>on</strong>s and upper sec<strong>on</strong>dary schools. Matriculated students could choose <strong>the</strong> level of<br />

<strong>the</strong>ir studies when apply<strong>in</strong>g, while comprehensive school leavers were selected <strong>in</strong> two phases: <strong>the</strong>y first chose a field of study<br />

and towards <strong>the</strong> end of <strong>the</strong> <strong>on</strong>e-year foundati<strong>on</strong> course <strong>the</strong>y chose a l<strong>in</strong>e of specialisati<strong>on</strong> and its level (kouluaste, opistoaste or<br />

ammatill<strong>in</strong>en korkea-aste). Comprehensive school-leavers with at least a post-sec<strong>on</strong>dary level diploma could also apply for<br />

<strong>the</strong> programmes <strong>in</strong>tended for matriculated students.<br />

II.2. Qualificati<strong>on</strong>s <strong>in</strong> higher educati<strong>on</strong><br />

In F<strong>in</strong>land, all <strong>the</strong> higher educati<strong>on</strong> degrees are f<strong>in</strong>al qualificati<strong>on</strong>s. They enable <strong>the</strong> students to pursue a career <strong>in</strong> <strong>the</strong><br />

professi<strong>on</strong>al world, to undertake studies at a higher level or possibly to beg<strong>in</strong> a course of study <strong>in</strong> ano<strong>the</strong>r field. There is a<br />

decree (11.3.1994/203) which def<strong>in</strong>es higher educati<strong>on</strong> qualificati<strong>on</strong>s (korkeakoulututk<strong>in</strong>not/högskoleexam<strong>in</strong>a); it was<br />

renewed at <strong>the</strong> end of 1996.<br />

II.2.1. University qualificati<strong>on</strong>s<br />

(List of qualificati<strong>on</strong>s <strong>in</strong> Appendix I; see also Appendices II and III)<br />

F<strong>in</strong>nish university qualificati<strong>on</strong>s are classified <strong>in</strong>to ‘lower academic degrees’ i.e. alemmat korkeakoulututk<strong>in</strong>not/lägre<br />

högskoleexam<strong>in</strong>a, ‘higher academic degrees’ i.e. ylemmät korkeakoulututk<strong>in</strong>not/högre högskoleexam<strong>in</strong>a and postgraduate or<br />

doctoral degrees i.e. jatkotutk<strong>in</strong>not/påbyggnadsexam<strong>in</strong>a. All universities c<strong>on</strong>fer doctorates.<br />

Most fields of study had adopted <strong>the</strong> reformed degree system by autumn 1996. In health care and f<strong>in</strong>e arts <strong>the</strong> new degrees<br />

were taken <strong>in</strong>to use <strong>in</strong> autumn 1996; <strong>the</strong> fields of medic<strong>in</strong>e, dentistry and veter<strong>in</strong>ary medic<strong>in</strong>e did not undergo any structural<br />

reform. Students who began <strong>the</strong>ir studies under <strong>the</strong> old system are allowed to change <strong>in</strong>to <strong>the</strong> new system, or take old degrees<br />

up to a date def<strong>in</strong>ed <strong>in</strong> <strong>the</strong> respective degrees.<br />

S<strong>in</strong>ce <strong>the</strong> 1970s, comprehensive and upper sec<strong>on</strong>dary school teacher educati<strong>on</strong> has been provided by <strong>the</strong> universities. The<br />

higher academic degree <strong>in</strong> educati<strong>on</strong> is requested of a ‘class teacher’ who teaches at <strong>the</strong> lower stage of comprehensive school.<br />

As for subject teachers at <strong>the</strong> higher stage of comprehensive school and at upper sec<strong>on</strong>dary schools, <strong>the</strong>y must have a higher<br />

academic degree <strong>in</strong> <strong>the</strong> subject; <strong>the</strong> studies <strong>in</strong>clude educati<strong>on</strong>al methods and teach<strong>in</strong>g practice. Nursery school teacher<br />

educati<strong>on</strong> was transferred from vocati<strong>on</strong>al <strong>in</strong>stituti<strong>on</strong>s to universities <strong>in</strong> autumn 1995; students take a lower academic degree<br />

<strong>in</strong> educati<strong>on</strong>.
