II. Qualificati<strong>on</strong>s and diplomas<br />

II.1. Qualificati<strong>on</strong>s for admissi<strong>on</strong> to<br />

higher educati<strong>on</strong><br />

The most comm<strong>on</strong> qualificati<strong>on</strong>s for admissi<strong>on</strong> to <strong>the</strong> first year of higher educati<strong>on</strong> are sec<strong>on</strong>dary school diplomas. These<br />

diplomas are published by <strong>the</strong> M<strong>in</strong>istry of Educati<strong>on</strong>, Culture and Science, but issued by <strong>the</strong> school. The diploma is signed by<br />

<strong>the</strong> director of <strong>the</strong> school and countersigned by <strong>the</strong> State <strong>in</strong>spector present for <strong>the</strong> written part of <strong>the</strong> exam<strong>in</strong>ati<strong>on</strong>. The various<br />

types of schools which offer courses lead<strong>in</strong>g to <strong>the</strong>se diplomas are laid down by law, as are <strong>the</strong> <str<strong>on</strong>g>guide</str<strong>on</strong>g>l<strong>in</strong>es for <strong>the</strong> school<br />

curriculum.<br />

There are no requirements for admissi<strong>on</strong> to <strong>the</strong> open university o<strong>the</strong>r than a m<strong>in</strong>imum age of 18.<br />

All qualificati<strong>on</strong>s discussed <strong>in</strong> II.1.1 and II.1.2 give admissi<strong>on</strong> to HBO and some give admissi<strong>on</strong> to university educati<strong>on</strong>.<br />

General <strong>in</strong>formati<strong>on</strong> applicable to both HBO and university admissi<strong>on</strong>, such as grad<strong>in</strong>g, subject requirements, colloquium<br />

doctum, and limitati<strong>on</strong>s, are given at <strong>the</strong> end of II.1.2.<br />

II.1.1. Qualificati<strong>on</strong>s for admissi<strong>on</strong> to<br />

n<strong>on</strong>-university higher educati<strong>on</strong> (HBO)<br />

The WHW states that <strong>the</strong> follow<strong>in</strong>g diplomas may grant admissi<strong>on</strong> to HBO:<br />

(a) <strong>the</strong> HAVO diploma (hoger algemeen voortgezet <strong>on</strong>derwijs — senior general sec<strong>on</strong>dary<br />

educati<strong>on</strong>);<br />

(b) <strong>the</strong> MBO diploma (middelbaar beroeps<strong>on</strong>derwijs — senior sec<strong>on</strong>dary vocati<strong>on</strong>al educati<strong>on</strong>);<br />

(c) <strong>the</strong> VWO diploma (voorbereidend wetenschappelijk <strong>on</strong>derwijs — university preparatory educati<strong>on</strong>).<br />

The HAVO diploma<br />

The HAVO diploma forms <strong>the</strong> basis for admissi<strong>on</strong> to higher professi<strong>on</strong>al educati<strong>on</strong>. The diploma is obta<strong>in</strong>ed follow<strong>in</strong>g 12<br />

years of general educati<strong>on</strong>: seven years of pre-primary and primary educati<strong>on</strong> from <strong>the</strong> age of five followed by five years of<br />

sec<strong>on</strong>dary educati<strong>on</strong>. Educati<strong>on</strong> is compulsory from <strong>the</strong> age of five, but <strong>the</strong> majority of children beg<strong>in</strong> preprimary<br />

educati<strong>on</strong> (kleuter<strong>on</strong>derwijs) at <strong>the</strong> age of four.<br />

In sec<strong>on</strong>dary educati<strong>on</strong>, pupils have approximately 30 hours of less<strong>on</strong>s per week dur<strong>in</strong>g <strong>the</strong> school year of 40 weeks. Up to <strong>the</strong><br />

fourth year of <strong>the</strong> course, all subjects <strong>in</strong> <strong>the</strong> curriculum are compulsory. After that, six subjects are chosen for <strong>the</strong> f<strong>in</strong>al<br />

exam<strong>in</strong>ati<strong>on</strong>s, of which two (Dutch and a modern language) are compulsory and four o<strong>the</strong>rs are opti<strong>on</strong>al.<br />

When choos<strong>in</strong>g subjects for <strong>the</strong> f<strong>in</strong>al exam<strong>in</strong>ati<strong>on</strong>s, pupils have to take <strong>in</strong>to account <strong>the</strong>ir <strong>in</strong>tended course of study at <strong>the</strong><br />

tertiary level because certa<strong>in</strong> subject comb<strong>in</strong>ati<strong>on</strong>s are preferred as preparati<strong>on</strong> for certa<strong>in</strong> HBO programmes. The follow<strong>in</strong>g<br />

three comb<strong>in</strong>ati<strong>on</strong>s of subjects are most comm<strong>on</strong>:<br />

(a) literary/social subjects;<br />

(b) ma<strong>the</strong>matical/physical science subjects;<br />

(c) ec<strong>on</strong>omic/adm<strong>in</strong>istrative subjects.<br />

The HAVO programme may also be taken at schools offer<strong>in</strong>g adult<br />

educati<strong>on</strong> and at schools for sec<strong>on</strong>dary vocati<strong>on</strong>al educati<strong>on</strong> with a<br />

separate HAVO department.
