Up<strong>on</strong> completi<strong>on</strong> of 168 credits <strong>in</strong> an HBO programme, students are awarded <strong>the</strong> getuigschrift hoger beroeps<strong>on</strong>derwijs,<br />

stat<strong>in</strong>g <strong>the</strong> name of <strong>the</strong> faculty award<strong>in</strong>g <strong>the</strong> diploma and <strong>the</strong> study programme which <strong>the</strong> student completed. S<strong>in</strong>ce <strong>the</strong><br />

implementati<strong>on</strong> of <strong>the</strong> WHW, <strong>the</strong> f<strong>in</strong>al exam is officially referred to as <strong>the</strong> afsluitend examen and <strong>the</strong> diploma as <strong>the</strong><br />

getuigschrift van het afsluitend examen. Both terms, getuigschrift hoger beroeps<strong>on</strong>derwijs and getuigschrift van het afsluitend<br />

examen, are, however, <strong>in</strong> use ( 1 ).<br />

All HBO graduates are permitted by law to use a particular title. Graduates of programmes <strong>in</strong> eng<strong>in</strong>eer<strong>in</strong>g, agriculture and<br />

envir<strong>on</strong>mental science may use <strong>the</strong> title <strong>in</strong>genieur, abbreviated as <strong>in</strong>g. Graduates of all o<strong>the</strong>r discipl<strong>in</strong>es may use <strong>the</strong> title<br />

baccalaureus, abbreviated as bacc. Abbreviated titles are <strong>in</strong> both cases placed <strong>in</strong> fr<strong>on</strong>t of <strong>the</strong> pers<strong>on</strong>’s name. Graduates of all<br />

programmes, regardless of discipl<strong>in</strong>e, may use <strong>the</strong> title Bachelor. This title is placed after <strong>the</strong> pers<strong>on</strong>’s name, and is normally<br />

used <strong>in</strong> abbreviated form (B) followed by an <strong>in</strong>dicati<strong>on</strong> of <strong>the</strong> discipl<strong>in</strong>e <strong>in</strong> which <strong>the</strong> programme was completed.<br />

In additi<strong>on</strong> to <strong>the</strong> three academic titles which are regulated and protected by law, graduates of HBO programmes can also use<br />

a professi<strong>on</strong>al title such as fysio<strong>the</strong>rapeut (physical <strong>the</strong>rapist) or maatschappelijk werker (social worker), designat<strong>in</strong>g <strong>the</strong><br />

professi<strong>on</strong> which <strong>the</strong>y have been tra<strong>in</strong>ed to practise. Graduates are c<strong>on</strong>sidered sufficiently qualified to practise <strong>the</strong>ir<br />

professi<strong>on</strong>s, and may <strong>the</strong>refore use <strong>the</strong> professi<strong>on</strong>al title as so<strong>on</strong> as <strong>the</strong>ir degree is c<strong>on</strong>ferred without fur<strong>the</strong>r tra<strong>in</strong><strong>in</strong>g or<br />

licens<strong>in</strong>g exam<strong>in</strong>ati<strong>on</strong>s.<br />

Graduates of post-HBO programmes <strong>in</strong> f<strong>in</strong>e and perform<strong>in</strong>g arts and <strong>in</strong> architecture also receive a getuigschrift hoger<br />

beroeps<strong>on</strong>derwijs, with <strong>the</strong> additi<strong>on</strong>al specificati<strong>on</strong> that <strong>the</strong> study programme <strong>in</strong> questi<strong>on</strong> is a tweede fase (i.e. post-HBO)<br />

programme. Graduates of <strong>the</strong> post-HBO programme <strong>in</strong> architecture are directly eligible for registrati<strong>on</strong> as architects, and may<br />

use <strong>the</strong> legally protected title.<br />

II.3.2. F<strong>in</strong>al university qualificati<strong>on</strong>s<br />

The doctoraal diploma<br />

Up<strong>on</strong> completi<strong>on</strong> of 168 credits <strong>in</strong> a university programme, students are awarded <strong>the</strong> doctoraal diploma, stat<strong>in</strong>g <strong>the</strong> name of<br />

<strong>the</strong> faculty award<strong>in</strong>g <strong>the</strong> diploma, <strong>the</strong> student’s major discipl<strong>in</strong>e and <strong>the</strong> m<strong>in</strong>or or subsidiary subjects studied. S<strong>in</strong>ce <strong>the</strong><br />

implementati<strong>on</strong> of <strong>the</strong> WHW, <strong>the</strong> doctoraalexamen is officially referred to as <strong>the</strong> afsluitend examen and <strong>the</strong> diploma as <strong>the</strong><br />

getuigschrift van het afsluitend examen. Both terms, doctoraal diploma and getuigschrift van het afsluitend examen are,<br />

however, still <strong>in</strong> use ( 1 ).<br />

All university graduates are permitted by law to use a particular title. Graduates of most discipl<strong>in</strong>es may use <strong>the</strong> title<br />

doctorandus, which is abbreviated as drs. <strong>in</strong> fr<strong>on</strong>t of <strong>the</strong> name. The corresp<strong>on</strong>d<strong>in</strong>g titles <strong>in</strong> eng<strong>in</strong>eer<strong>in</strong>g and law are <strong>in</strong>genieur<br />

(ir.) and meester (mr.) respectively. S<strong>in</strong>ce <strong>the</strong> <strong>in</strong>troducti<strong>on</strong> of <strong>the</strong> university educati<strong>on</strong> act of 1986 it has been possible for<br />

doctoraal graduates to use <strong>the</strong> <strong>in</strong>ternati<strong>on</strong>ally more familiar title of ‘Master’, abbreviated as an ‘M’ after <strong>the</strong> name. This<br />

possibility has also been <strong>in</strong>cluded <strong>in</strong> <strong>the</strong> WHW.<br />

In additi<strong>on</strong> to <strong>the</strong> abovementi<strong>on</strong>ed academic titles, <strong>the</strong> legally protected titles psycholoog (psychologist) and architect may be<br />

used by graduates of programmes <strong>in</strong> psychology and architecture, respectively.<br />

The open university<br />

The title baccalaureus (bacc.) or <strong>in</strong>genieur (<strong>in</strong>g.) can be earned by complet<strong>in</strong>g an HBO programme requir<strong>in</strong>g a total of 56<br />

modules, i.e. 168 credits. University programmes also require a total of 56 modules, i.e. 168 credits, and graduates of<br />

university programmes can use <strong>the</strong> titles doctorandus (drs.), <strong>in</strong>genieur (ir.) and meester (mr.), depend<strong>in</strong>g <strong>on</strong> <strong>the</strong> programme.<br />

A doctoraal diploma awarded by <strong>the</strong> OU gives admissi<strong>on</strong> to post-doctoraal courses at regular universities. The same applies<br />

to HBO diplomas c<strong>on</strong>ferred by <strong>the</strong> OU.
