II. Qualificati<strong>on</strong>s and diplomas<br />

N<strong>on</strong>-university sector<br />

The three types of <strong>in</strong>stituti<strong>on</strong> for n<strong>on</strong>-university higher educati<strong>on</strong> already discussed (F<strong>in</strong>e Arts Academies, ISIAs and ISEFs)<br />

exclusively operate <strong>in</strong> vocati<strong>on</strong>al areas which are not <strong>in</strong>cluded <strong>in</strong> <strong>the</strong> university sector. This fact implies that <strong>the</strong>ir<br />

qualificati<strong>on</strong>s do not enter <strong>in</strong>to competiti<strong>on</strong> with university degrees, but, at <strong>the</strong> same time, that no academic recogniti<strong>on</strong> of<br />

such diplomas is possible <strong>in</strong> order to pursue fur<strong>the</strong>r studies by transferr<strong>in</strong>g from a n<strong>on</strong>-university to a university <strong>in</strong>stituti<strong>on</strong>.<br />

Anyhow, most n<strong>on</strong>-university higher educati<strong>on</strong> qualificati<strong>on</strong>s, when awarded by State or legally recognised <strong>in</strong>stituti<strong>on</strong>s, have<br />

legal validity as basic requirements for access to related occupati<strong>on</strong>al opportunities.<br />

University sector<br />

University qualificati<strong>on</strong>s, provided <strong>the</strong>y are c<strong>on</strong>ferred by State or legally recognised <strong>in</strong>stituti<strong>on</strong>s and fall with<strong>in</strong> <strong>the</strong> nati<strong>on</strong>al<br />

regulati<strong>on</strong>s system, may entitle <strong>the</strong>ir holders ei<strong>the</strong>r to enter <strong>the</strong> labour market or to pass <strong>on</strong> to more advanced university<br />

studies; some of <strong>the</strong>m lead to both academic and professi<strong>on</strong>al opportunities at <strong>the</strong> same time.<br />

The laurea, for <strong>in</strong>stance, which still is <strong>the</strong> best-known Italian university degree, especially abroad, has legal validity for <strong>the</strong><br />

follow<strong>in</strong>g: eligibility for postgraduate studies; admissi<strong>on</strong> to competitive exam<strong>in</strong>ati<strong>on</strong>s for appo<strong>in</strong>tment to <strong>the</strong> highest careers <strong>in</strong><br />

<strong>the</strong> civil service; admissi<strong>on</strong> to State exam<strong>in</strong>ati<strong>on</strong>s for <strong>the</strong> practice of self-employed professi<strong>on</strong>s.<br />

II.1. Qualificati<strong>on</strong>s for admissi<strong>on</strong> to<br />

higher educati<strong>on</strong><br />

Diploma di maturità<br />

As a rule, <strong>the</strong> basic requirement for access to higher educati<strong>on</strong> — both university and n<strong>on</strong>-university — is a diploma di<br />

maturità (shool-leav<strong>in</strong>g<br />

or maturity diploma) i.e. <strong>the</strong> Italian upper sec<strong>on</strong>dary school leav<strong>in</strong>g qualificati<strong>on</strong> which is generally awarded after <strong>the</strong><br />

completi<strong>on</strong> of 13 years of school<strong>in</strong>g (five at primary level <strong>in</strong> scuole elementari, three at lower sec<strong>on</strong>dary level <strong>in</strong> scuole medie<br />

<strong>in</strong>feriori, five at upper sec<strong>on</strong>dary level <strong>in</strong> scuole medie superiori or istituti sec<strong>on</strong>dari superiori) and <strong>the</strong> successful pass<strong>in</strong>g of<br />

<strong>the</strong> so-called esami di maturità (maturity exam<strong>in</strong>ati<strong>on</strong>s). When based <strong>on</strong> a five-year course of upper sec<strong>on</strong>dary educati<strong>on</strong><br />

(USE), <strong>the</strong> diploma is also referred to — <strong>in</strong> speach, at least — as maturità qu<strong>in</strong>quennale ( 1 ).<br />

At present, <strong>the</strong>re are just three excepti<strong>on</strong>s to <strong>the</strong> <strong>the</strong> rule of <strong>the</strong> five-year maturity: namely, <strong>the</strong> maturità artistica, I sezi<strong>on</strong>e<br />

(artistic maturity, first secti<strong>on</strong>), <strong>the</strong> maturità artistica, II sezi<strong>on</strong>e (artistic maturity, sec<strong>on</strong>d<br />

secti<strong>on</strong>), and <strong>the</strong> maturità magistrale (i.e. <strong>the</strong> qualificati<strong>on</strong> entitl<strong>in</strong>g <strong>the</strong> student to teach <strong>in</strong> primary schools), all of <strong>the</strong>m<br />

awarded <strong>on</strong> completi<strong>on</strong> of a four-year upper sec<strong>on</strong>dary course (at a liceo artistico and at an i stituto magistrale, respectively).<br />

The corresp<strong>on</strong>d<strong>in</strong>g diplomas are<br />

c<strong>on</strong>ferred <strong>on</strong>ly if <strong>the</strong> relevant exam<strong>in</strong>ati<strong>on</strong>s have been successfully passed.<br />

In accordance with <strong>the</strong>ir traditi<strong>on</strong>al purposes, USE <strong>in</strong>stituti<strong>on</strong>s used to be divided <strong>in</strong>to two ma<strong>in</strong> categories: <strong>the</strong> first <strong>on</strong>e<br />

<strong>in</strong>cluded <strong>in</strong>stitutes aim<strong>in</strong>g exclusively at prepar<strong>in</strong>g students for university studies, whilst <strong>the</strong> sec<strong>on</strong>d offered vocati<strong>on</strong>al courses<br />

to those who would take up a job immediately after completi<strong>on</strong> of USE. The first category c<strong>on</strong>sisted of <strong>the</strong> classical and<br />

scientific sec<strong>on</strong>dary <strong>in</strong>stitutes; <strong>the</strong> sec<strong>on</strong>d was made up of <strong>the</strong> teacher tra<strong>in</strong><strong>in</strong>g schools, <strong>the</strong> technical <strong>in</strong>stitutes and <strong>the</strong><br />

vocati<strong>on</strong>al <strong>on</strong>es. In <strong>the</strong> 1970s, however, <strong>the</strong> above dist<strong>in</strong>cti<strong>on</strong> disappeared almost completely <strong>in</strong> <strong>the</strong> sense that <strong>the</strong> possibility of<br />

access to H. Ed., university and n<strong>on</strong>-university, became almost general.<br />

There is c<strong>on</strong>siderable diversity <strong>in</strong> <strong>the</strong> structure of USE as regards its <strong>in</strong>stituti<strong>on</strong>s, <strong>the</strong> corresp<strong>on</strong>d<strong>in</strong>g curricula and <strong>the</strong> way <strong>in</strong><br />

which its f<strong>in</strong>al qualificati<strong>on</strong>s are accepted by <strong>the</strong> bus<strong>in</strong>ess world.
