I. The higher educati<strong>on</strong> system<br />

General characteristics<br />

The law adopted <strong>in</strong> 1968 govern<strong>in</strong>g higher educati<strong>on</strong>, referred to as <strong>the</strong> Edgar Faure law, marked an important step <strong>in</strong> <strong>the</strong><br />

modernisati<strong>on</strong> and democratisati<strong>on</strong> of higher educati<strong>on</strong> <strong>in</strong> France. It granted private status and adm<strong>in</strong>istrative, f<strong>in</strong>ancial and<br />

pedagogical aut<strong>on</strong>omy to <strong>the</strong> various educati<strong>on</strong>al establishments. The facultés gave way to adm<strong>in</strong>istrative and pedagogical<br />

entities called unités d’enseignement et de recherche (programme and research units) allow<strong>in</strong>g for a pluridiscipl<strong>in</strong>ary<br />

approach to educati<strong>on</strong>.<br />

The law of 1984, referred to as <strong>the</strong> Savary law, def<strong>in</strong>ed <strong>the</strong> parameters for a civil service resp<strong>on</strong>sible for higher educati<strong>on</strong>,<br />

thus group<strong>in</strong>g toge<strong>the</strong>r all of <strong>the</strong> post-sec<strong>on</strong>dary educati<strong>on</strong> programmes formerly under <strong>the</strong> directi<strong>on</strong> of different m<strong>in</strong>isterial<br />

departments. Its areas of resp<strong>on</strong>sibility are as follows:<br />

<strong>in</strong>itial and adult educati<strong>on</strong>;<br />

scientific and technological research as well as <strong>the</strong> promoti<strong>on</strong> of ensu<strong>in</strong>g results;<br />

<strong>the</strong> diffusi<strong>on</strong> of scientific and technical knowledge and <strong>in</strong>formati<strong>on</strong>;<br />

<strong>in</strong>ternati<strong>on</strong>al cooperati<strong>on</strong> <strong>in</strong>itiatives.<br />

A Comité nati<strong>on</strong>al d’évaluati<strong>on</strong> (CNE) for higher educati<strong>on</strong> was also<br />

created by <strong>the</strong> law of 26 January 1984. It c<strong>on</strong>stitutes an <strong>in</strong>dependent adm<strong>in</strong>istrative authority which sets forth its own work<strong>in</strong>g<br />

agenda and<br />

is granted f<strong>in</strong>ancial aut<strong>on</strong>omy.<br />

The Comité nati<strong>on</strong>al d’évaluati<strong>on</strong> exam<strong>in</strong>es and evaluates all of <strong>the</strong> activities of <strong>the</strong> universities, schools and o<strong>the</strong>r educati<strong>on</strong>al<br />

<strong>in</strong>stituti<strong>on</strong>s under <strong>the</strong> authority of <strong>the</strong> m<strong>in</strong>istère de l’éducati<strong>on</strong> nati<strong>on</strong>ale, de l’enseignement supérieur et de la recherche. It<br />

can also carry out <strong>the</strong> evaluati<strong>on</strong> of <strong>in</strong>stituti<strong>on</strong>s under <strong>the</strong> authority of o<strong>the</strong>r m<strong>in</strong>istries.<br />

Its activity focuses <strong>on</strong> <strong>the</strong> educati<strong>on</strong>al <strong>in</strong>stituti<strong>on</strong>s, not <strong>on</strong> people. The committee members <strong>in</strong> charge of an evaluati<strong>on</strong> missi<strong>on</strong><br />

may designate outside experts to help <strong>the</strong>m. The <strong>in</strong>specti<strong>on</strong> focuses <strong>on</strong> <strong>the</strong> quality of research and teach<strong>in</strong>g, lecturer tra<strong>in</strong><strong>in</strong>g,<br />

adult educati<strong>on</strong>, management of pers<strong>on</strong>nel and services, <strong>the</strong> liv<strong>in</strong>g envir<strong>on</strong>ment, accommodati<strong>on</strong> and <strong>the</strong> c<strong>on</strong>t<strong>in</strong>ued orientati<strong>on</strong><br />

of <strong>the</strong> students, local <strong>in</strong>tegrati<strong>on</strong> and nati<strong>on</strong>al and <strong>in</strong>ternati<strong>on</strong>al <strong>in</strong>fluences. The committee has established for this evaluati<strong>on</strong> a<br />

list of <strong>in</strong>dicateurs de f<strong>on</strong>cti<strong>on</strong>nement (operati<strong>on</strong>al <strong>in</strong>dicators). The f<strong>in</strong>al report, addressed to <strong>the</strong> m<strong>in</strong>istère de l’éducati<strong>on</strong><br />

nati<strong>on</strong>ale, de l’enseignement supérieur et de la recherche, is approved by <strong>the</strong> committee dur<strong>in</strong>g a plenary meet<strong>in</strong>g; <strong>the</strong><br />

president or director of <strong>the</strong> <strong>in</strong>stituti<strong>on</strong> evaluated writes up a resp<strong>on</strong>se published at <strong>the</strong> end of <strong>the</strong> report. These documents are<br />

<strong>the</strong>n made public.<br />

Each year, <strong>the</strong> Comité nati<strong>on</strong>al d’évaluati<strong>on</strong> addresses to <strong>the</strong> president of <strong>the</strong> Republic a report <strong>on</strong> its activities and <strong>on</strong> <strong>the</strong><br />

state of affairs<br />

c<strong>on</strong>cern<strong>in</strong>g higher educati<strong>on</strong> and research. The 1996 report makes<br />

recommendati<strong>on</strong>s <strong>on</strong> <strong>the</strong> new universities opened <strong>in</strong> 1991.<br />

Development scheme for higher educati<strong>on</strong><br />

Adopted <strong>in</strong> May 1991, <strong>the</strong> improvement and development scheme<br />

for higher educati<strong>on</strong>, also called Université 2000 (University 2000), addresses five major objectives:<br />

to accommodate more students (at least 300 000 by 1995) and to accommodate <strong>the</strong>m better;<br />

to adapt <strong>in</strong>stituti<strong>on</strong>s of higher educati<strong>on</strong> to <strong>the</strong> needs of <strong>the</strong> ec<strong>on</strong>-omy, especially by develop<strong>in</strong>g <strong>the</strong> vocati<strong>on</strong>ally oriented<br />

educati<strong>on</strong> programmes at all levels and <strong>in</strong> all of <strong>the</strong> higher educati<strong>on</strong> structures. This ma<strong>in</strong>ly <strong>in</strong>volves diversify<strong>in</strong>g and<br />

develop<strong>in</strong>g <strong>the</strong> departments of <strong>the</strong> <strong>in</strong>stituts universitaires de technologie (university <strong>in</strong>stitutes of<br />

technology — IUTs) and doubl<strong>in</strong>g <strong>the</strong> number of eng<strong>in</strong>eers tra<strong>in</strong>ed at schools and universities <strong>in</strong> <strong>the</strong> years to come;
