Each test <strong>in</strong> <strong>the</strong> new exam<strong>in</strong>ati<strong>on</strong> is marked <strong>on</strong> <strong>the</strong> follow<strong>in</strong>g scale: laudatur (7), eximia cum laude approbatur (6), magna<br />

cum laude approbatur (5), cum laude approbatur (4), lubenter approbatur (3), approbatur (2) and improbatur (0 or fail). In<br />

<strong>the</strong> old exam<strong>in</strong>ati<strong>on</strong>, laudatur (6) was <strong>the</strong> highest mark, eximia cum laude approbatur was not <strong>in</strong> use. Students can retake a<br />

test: after a pass, <strong>on</strong>e additi<strong>on</strong>al try is allowed (<strong>in</strong> general studies, two tries); after a fail <strong>in</strong> a compulsory test, two more tries<br />

are allowed.<br />

Pers<strong>on</strong>s who have an upper sec<strong>on</strong>dary vocati<strong>on</strong>al diploma or a comb<strong>in</strong>ati<strong>on</strong> diploma from <strong>on</strong>e of <strong>the</strong> experimental <strong>in</strong>stituti<strong>on</strong>s<br />

(see II.1.2), are also eligible for <strong>the</strong> matriculati<strong>on</strong> exam<strong>in</strong>ati<strong>on</strong>, if <strong>the</strong>y have 12 years of educati<strong>on</strong> and o<strong>the</strong>rwise fulfil certa<strong>in</strong><br />

additi<strong>on</strong>al requirements.<br />

In additi<strong>on</strong> to <strong>the</strong> matriculati<strong>on</strong> exam<strong>in</strong>ati<strong>on</strong>, post-sec<strong>on</strong>dary vocati<strong>on</strong>al qualificati<strong>on</strong>s also give <strong>the</strong> eligibility to apply to<br />

universities. However, most of <strong>the</strong> first-year students <strong>in</strong> universities are matriculated students (about 95%).<br />

Accord<strong>in</strong>g to legislati<strong>on</strong>, <strong>the</strong> Internati<strong>on</strong>al Baccalaureate (IB), Reifeprüfung and <strong>the</strong> <strong>European</strong> Baccalaureate (EB) also give<br />

<strong>the</strong> eligibility to apply to universities. The courses lead<strong>in</strong>g to <strong>the</strong> Internati<strong>on</strong>al Baccalaureate are offered <strong>in</strong> seven F<strong>in</strong>nish<br />

upper sec<strong>on</strong>dary schools and <strong>in</strong> <strong>the</strong> Hels<strong>in</strong>ki Internati<strong>on</strong>al School. The first students graduated <strong>in</strong> spr<strong>in</strong>g 1992. The schools are<br />

(with <strong>the</strong> year <strong>the</strong> courses started <strong>in</strong> brackets):<br />

Hels<strong>in</strong>g<strong>in</strong> Suomala<strong>in</strong>en Yhteiskoulu (1990), Kuopi<strong>on</strong> lyse<strong>on</strong> lukio (1995), Mattlidens gymnasium (1990, Swedish), Turun<br />

normaalikoulu (1991), Oulun lyse<strong>on</strong> lukio (1992), Tampereen lyse<strong>on</strong> lukio (1992), Vasa övn<strong>in</strong>gsskola (1992, Swedish).<br />

Courses lead<strong>in</strong>g to Reifeprüfung are provided by Hels<strong>in</strong>g<strong>in</strong> saksala<strong>in</strong>en koulu (Deutsche Schule Hels<strong>in</strong>ki), i.e. <strong>the</strong> German<br />

school <strong>in</strong> Hels<strong>in</strong>ki.<br />

Selecti<strong>on</strong> by <strong>the</strong> universities<br />

S<strong>in</strong>ce <strong>the</strong> number of applicants to universities is about three times <strong>the</strong> number of available places, students have to be selected.<br />

There is a numerus clausus, i.e. <strong>the</strong> entry is restricted, <strong>in</strong> most fields of study. The selecti<strong>on</strong> is made by <strong>the</strong> universities, <strong>the</strong>ir<br />

faculties or departments from eligible candidates. Students can be ranked:<br />

(a) <strong>on</strong> <strong>the</strong> basis of marks <strong>in</strong> <strong>the</strong> matriculati<strong>on</strong> exam<strong>in</strong>ati<strong>on</strong> and <strong>in</strong> <strong>the</strong> school-leav<strong>in</strong>g certificate, plus entrance tests (this is <strong>the</strong><br />

most comm<strong>on</strong> system);<br />

(b) <strong>on</strong> <strong>the</strong> basis of <strong>the</strong> entrance tests <strong>on</strong>ly;<br />

(c) <strong>on</strong> <strong>the</strong> basis of marks <strong>in</strong> <strong>the</strong> matriculati<strong>on</strong> exam<strong>in</strong>ati<strong>on</strong> and <strong>in</strong> <strong>the</strong> school-leav<strong>in</strong>g certificate.<br />

As stated before, <strong>the</strong> competiti<strong>on</strong> for admissi<strong>on</strong> to universities is keen. Entrance tests are designed (by an <strong>in</strong>stituti<strong>on</strong>, a faculty<br />

or a department) to assess <strong>the</strong> applicant’s <strong>in</strong>terest, aptitude and talent <strong>in</strong> <strong>the</strong> field c<strong>on</strong>cerned. In certa<strong>in</strong> fields of study, tests are<br />

arranged jo<strong>in</strong>tly by relevant departments <strong>in</strong> different <strong>in</strong>stituti<strong>on</strong>s. The tests are often based <strong>on</strong> required set books. There may<br />

also be an <strong>in</strong>terview, and students can be required to dem<strong>on</strong>strate <strong>the</strong>ir skills (e.g. <strong>in</strong> art academies). An entrance test is<br />

generally used <strong>in</strong> <strong>the</strong> selecti<strong>on</strong> of n<strong>on</strong>-matriculated students.<br />

Open university <strong>in</strong>structi<strong>on</strong><br />

University centres for c<strong>on</strong>t<strong>in</strong>u<strong>in</strong>g educati<strong>on</strong> organise open university educati<strong>on</strong> <strong>in</strong> various subjects <strong>in</strong>cluded <strong>in</strong> university<br />

syllabuses. This <strong>in</strong>structi<strong>on</strong> is open to all, and it is arranged by <strong>the</strong> universities, often <strong>in</strong> co-operati<strong>on</strong> with o<strong>the</strong>r adult<br />

educati<strong>on</strong> organisati<strong>on</strong>s. It is not possible to take a degree <strong>in</strong> this way, but after complet<strong>in</strong>g at least <strong>on</strong>e third of <strong>the</strong> studies<br />

needed for a degree, students can apply for entry to <strong>the</strong> respective university.<br />
